Description
SUMMARY OF THE REQUIREMENT: The Department of State (DoS) requires Site Security Personnel (SSP) support services at various domestic and overseas facilities to detect unauthorized access to internal controlled areas, to deter the introduction of unauthorized materials to the site, and to surveil the activities of un-cleared construction workers to prevent the implantation of clandestine surveillance devices or systems into the structure being constructed or its surroundings. Four types of SSP may be required: 1) Cleared American Guards (CAG), 2) Construction Surveillance Technicians (CST), 3) Team Leaders, and 4) Site Security Coordinators (SSC). All work shall be in accordance with Task Orders issued by the Contracting Officer and accomplished in accordance with specific procedures set forth in the Contractor's Program Management Plan (PMP) which is to be submitted for approval before commencement of the work and updated as required thereafter. The Contractor shall ensure that in the performance of this contract, all persons manifest a neat and professional appearance consistent with the position and duties. The Contractor shall stipulate as part of the PMP: uniforms, dress code, and standards of conduct. The PMP may include alternative dress code provisions based on climate, security environments, and local norms. Such deviations from the approved uniform standards, as set forth in the PMP are at the discretion of the COR and or A/COR. When making personnel assignments for each specific project site, the Contractor's team will possess a combination of work experience and backgrounds.
