- THIS IS A REQUEST FOR INFORMATION ONLY. The US Army Special Operations Command (USASOC), on behalf of the U.S. Army John F. Kennedy Special Warfare Center and School (USAJFKSWCS), is performing market research for a potential Business and Economic Development training program. The concept for the training was derived from the "Business on the Front Lines" curriculum, offered by the University of Notre Dame; the potential training module will be expanded to meet the unique needs of the U.S. Army Civil Affairs operators and Special Forces personnel. The purpose of this request for information is to survey industry for an accredited academic institution that can meet the unique requirements of a military-focused program. The accredited institution would provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision and non-personal services necessary to perform Business and Economic problem-solving instruction that would be defined in detail in the Performance Work Statement (PWS) and as described in the brief synopsis below. The USAJFKSWCS trains, educates, develops and manages world-class Civil Affairs, Psychological Operations, and Special Forces warriors and leaders in order to provide the Army Special Operations Forces (ARSOF) regiments with professionally trained, highly educated, innovative and adaptive operators. Currently, the Civil Affairs Qualification Course (CAQC) and doctrinal framework does not afford the user the ability to adequately analyze economic factors directly impacting stability and those that contribute to violence in vulnerable civilian populations. Training in economic analysis and business in war-torn societies would greatly benefit future Civil Affairs Team Leaders and Non-Commissioned Officers by enhancing their ability to apply non-lethal, innovative economic solutions which support Department of Defense (DoD) and Department of State goals. The primary purpose of the course and seminar would be to increase Civil Affairs soldiers' understanding of business and economics, and prepare them to properly frame economic problem sets and apply business principles in order to develop innovative and sustainable solutions in support of governance and development while deployed. The secondary objective of the potential training would be the establishment of a greater involvement with, and presence of, Civil Affairs within the larger academic and international community that will increase operational relevancy and situational awareness. The Business and Economic Development training would possibly consist of two parts; the first being three (3) five-day course instruction iterations and the second part consisting of three (3) two-day seminar-focused trainings, including train-the-trainer instruction. The anticipated period of performance is a 12-month base year with four (4) one-year option periods. The accredited institution shall develop the course syllabus to encompass at a minimum all the objectives of the PWS. The anticipated primary place of performance for the five-day course would be hosted at the institution-provided facility; the two-day seminars will be conducted at the USAJFKSWSC facility in Fort Bragg, NC. All responses would be used to identify qualified and interested institutions only if the Government determines this training is required and approved. This is not a request for quote. As stated this is only a request for information and will be used for market research only.
