- On February 22, 2012, President Obama signed the Middle Class Tax Relief and Job Creation Act of 2012 Pub. L. No. 112-96, 126 Stat. 156 (2012) (“Act”). The Act creates a single, nationwide interoperable public safety broadband network that will, for the first time, allow law enforcement officers, fire fighters, emergency medical service professionals, and other public safety officials to communicate with each other across agencies and jurisdictions. The Act establishes the First Responder Network Authority (“FirstNet”) as an independent authority within the National Telecommunications and Information Administration (NTIA). FirstNet is responsible for, ensuring nationwide standards for use and access of the network and to build, operate and maintain the network. The Act also charges NTIA with several key responsibilities related to any state where the governor opted-out of the proposed FirstNet state plan and it successfully receives Federal Communications Commission (FCC) approval of an alternative state plan including: · Evaluation of Alternative State radio access networks (RAN) plans for technical capabilities to operate, funding to support, ability to maintain ongoing interoperability with the nationwide public safety network and the ability to complete the projects within comparable timelines with comparable security, coverage, and quality of service as that of the nationwide public safety broadband network; · Evaluation and approval of applications from States to lease spectrum from the First Responder Network Authority to operate Alternative State RAN network. · Establishment of a grant program to provide Federal funds for the construction of alternative RAN NTIA is seeking information on vendors that are capable of providing the program management, technical, and administrative support services in support its statutory responsibilities in the Act. Consistent with the statutory framework, NTIA plans to design a grant program to support the states and territories when those governments have successfully satisfied the statutory requirements to construct a state RAN network as part of the nationwide public safety broadband network. Additionally, NTIA will approve spectrum lease agreements with any FCC-approved opt-out states for the purposes of their State RAN Networks. After results of this market research are obtained and analyzed, and specifications developed, NTIA/NIST may conduct a competitive procurement and subsequently award a contract for program management and administrative support services. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. The Government requires the contractor to provide the following services/functionality: Program Development: The contractor shall provide NTIA with assistance to develop the program parameters in FY 2015 for the State RAN Construction Grant Program pursuant to the Act, including coordination of public comment process, Paperwork Reduction Act process, and development and clearance of Federal Funding Opportunity announcement The grant program must be fully approved within the Executive Branch of the U.S. Government and the Federal Funding Opportunity must be released before FirstNet submits the inaugural RAN State Plan sometime in 2016 or early 2017 Technical and Financial Analysis of Grant/Lease applications and Alternative State Plans: The contractor shall provide Long Term Evolution (LTE) 4G and spectrum valuation expertise and assistance for technical grant or spectrum lease evaluation. The contractor shall assist in the criteria development and analysis of the technical, financial, sustainability, and cost effectiveness review of the Alternative State Plan, grant proposal, and lease application as required by the Act. Program Management: The contractor shall maintain project plan timelines, task trackers, dashboards and other program management aids and provide recommendations to NTIA to ensure that grant program and other deliverables are delivered on time, within costs, and that necessary staffing resources and quality control are maintained. Outreach: The contractor shall develop and create outreach, marketing and other presentation materials for the RAN construction grant program and spectrum leasing activities. The NTIA may require the contractor to design and update webpages. Financial/Spectrum Analysis Model Development: The contractor shall be required to develop financial and spectrum analysis models for the nationwide public safety broadband network. Developing these analysis models will assist NTIA with performing financial analysis of grant and lease applications and Alternative State Plans. Pre-Award Grants Administration: The contractor shall provide assistance with the in-take of the grant application, eligibility review, development and implementation of a peer review process, NTIA programmatic review, and draft recommendations for the funding decision to NTIA leadership. Post-Award Grants Administration: The contractor shall provide assistance with post-award grant activities to include review of performance progress reports, tracking of grantee performance through recurring grantee calls, recipient site visits, resolution of audit findings, and grant close-out. Environmental Support Services: Should any application be awarded as a grant, NTIA seeks assistance to perform the necessary activities to comply with the National Environmental Policy Act (NEPA) and the National Historic Preservation Act (NHPA). Contractor shall perform the initial review of environmental documentation from grantees for compliance and maintain trackers of information received from grantees and documentation review status. Contractor shall provide technical assistance to program staff regarding environmental requirements and process. TIMELINE: NTIA/NIST anticipates issuing a Request for Proposals for the support services no later than the second quarter of fiscal year 2015 (first quarter of calendar year 2015), and awarding a contract for the support services no later than the fourth quarter of fiscal year 2015 (third quarter of calendar year 2015). NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 541611, as those domestic sources having $15 Million. Please include your company’s size classification and socio-economic status in any response to this notice. Companies that provide support services are requested to email a detailed report describing their abilities to alicia.henson@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company that provides the support services for which specifications are provided. 2. Name of company, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Indication of whether theses specifications and services are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 4. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
