- The National Forests in Mississippi is soliciting for road maintenance services on national forest service roads for six ranger districts in the State of Mississippi. This solicitation will result in award of a firm fixed price, performance based, indefinite delivery-indefinite quantity services contract for each of the following Ranger Districts on the National Forests in Mississippi; to include the Bienville, Chickasawhay, De Soto, Holly Springs, Homochitto and Tombigbee Ranger Districts. The Contractor shall provide all equipment, labor, supervision, transportation, materials, tools and other incidentals and execute all work necessary to perform road maintenance on National Forest Service Roads in accordance with the specifications, exhibits, and industry standards. Work consists of tasks and subtasks related to road blading, aggregate placement, cleaning of culverts, ditches and sign installation. The solicitation number is AG-447U-S-15-0004 and will be issued as a request for proposals. This solicitation is for commercial items prepared in accordance with FAR Part 12 in conjunction with FAR Part 15, as applicable and as supplemented. The solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular FAC 2005-74 effective November 1, 2014. This requirement is a Total Small Business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 115310 with a small business size standard of $7.0M. This solicitation and the resultant contract is a performance based, indefinite delivery requirements contract with one base year and four option years that may be exercised at the discretion of the Government The solicitation package will contain the information on how to submit proposals for each Ranger District. All offerors who submit a proposal for this project must be registered in the Systems for Award Management (SAM) database and must have completed the Online Representations and Certifications (ORCA) in accordance with FAR 52.204-8. Offerors who fail to register in SAM and/or complete ORCA will not be considered for award. Registration can be done via the internet at http://www.sam.gov. Solicitation package and any applicable amendments can be downloaded on or about November 19, 2014 at www.fbo.gov. Offer due date is anticipated to be December 19, 2014.
