Description
The Mid-Pacific Region of the Bureau of Reclamation intends to issue a Request for Proposals (RFP) for a firm fixed-price contract for Mid Pacific Region Penstock Flowmeter Replacement. This procurement is set-aside for Total Small Business concerns only. The work to be performed is described below. The applicable North American Industry Classification System (NAICS) Code is 238210 and the related small business size standard is $15.0M. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. The estimated cost of this project is between $500,000 and $1,000,000. This procurement will require 100% performance and payment bonds. Work is located at the Bureau of Reclamation, Mid-Pacific Region Shasta, Trinity, Keswick, JF Carr, Spring Creek, New Melones, Folsom, and Nimbus power-plants. Four of the five power-plants are located within 20 miles from Redding, CA, with Trinity being the exception, located approximately 40 miles Northwest of Redding, CA. The other power-plants are located in Folsom, CA, Fair Oaks, CA and 15 miles West of Sonora, CA. Solicitation R15PS00024 will be posted to http://fbo.gov and http://fedconnect.net on or about November 20, 2014. The date for receipt of offers will be approximately January 2, 2015. The solicitation must be downloaded at the above website; no paper copy of this solicitation will be distributed. Prospective contractors MUST be actively registered in the System for Award Management (SAM) database at http://www.sam.gov to be eligible for award. The place of performance will be within California and the contractor performing the work shall be required to have a C10 Electrical Contractor License. PRINCIPAL COMPONENTS OF WORK: The following presents the principle components of work, but do not address all work items or tasks required for completion of this work. The contractor shall provide all labor, management, supervision, administration, transportation, equipment, tools, design, documentation, and supplies necessary to provide a flowmeter replacement solution for 21 hydroelectric generators (units) within the Bureau of Reclamation’s Northern California Area Office (NCAO) and Central California Area Office (CCAO). Complete replacement includes removal and disposal of the old processors and RTUs, and verification that existing transducers and cables are functioning properly. The contractor shall design and install the flowmeter replacements, including any necessary modifications to the existing installation. Upon completion of the installation the contractor shall perform testing and checkout procedures to verify proper flowmeter functionality. The contractor shall also provide Reclamation employees with proper training of the system upon installation. Installation of new flowmeters at Trinity Powerplant includes all labor, management, supervision, administration, transportation, equipment, tools, design, documentation, and supplies necessary to provide a turn-key flowmeter installation solution for two (2) units at NCAO’s Trinity Power plant. The installation solution shall consist of design and installation of a transit time, ultrasonic flowmeter capable of calculating flow through the units within +/- 0.5 %. The unit flowmeters shall tie into the same display as the existing flowmeter which measures flow within the main header, and is to be replaced as discussed above. Upon installation of the new unit flowmeters the contractor shall provide testing and checkout efforts to verify proper flowmeter installation. The contractor shall coordinate with the Government to schedule an outage so that the penstocks can be dewatered.
