- THIS NOTICE CONSTITUTES AMENDMENT NO. 1 TO THE COMBINED SYNOPSIS/RFQ FOR DATA MINING REVIEW OF TEAM BENCHMARK STUDIES. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to answer the question below. Question 1: Is this a follow-on requirement? Answer 1: No Question 2: The contract indicates that product delivery is due within 10 months. What would be the starting date for this project? (The deadline to submit offers is November 5; how soon after this date will a decision be made?). Answer 2: We will decide by Nov 12th. 10 months will be a good ending date. Question 3: Do you have any sense of the hours or budget available for this project? Answer 3: We have an Independent Government Estimate, but the competitive process will determine the award value. Question 4: The contract references a number of FARs. In particular, it states that "Offerors must include completed copies of the provision at 52.212-3 (OCT 2014), Offeror Representations and Certifications - Commercial Items with their offer." Are there any other FARs that must be explicitly included with my submitted offer? Answer 4: Offerors need to carefully read the RFP to ensure all offeror fill-ins are completed, and any required data requested to be provided should be provided per the RFP directions. Question 5: Is this procurement a small business set-aside? Answer 5: Yes, please refer to the solicitation. Question 6: At what time on November 5, 2014 are the proposals due? Answer 6: The proposals are due by COB November 5, 2014. COB is considered to be 4:30 central time. Question 7: In the link it states Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.na sa.gov/Services/NEFS/NEFSHome.tml yet, I was unable to find that form via the link. Answer 7: Follow the link, click GSA Forms and find SF 1449 at the bottom of the page. The due date for receipt of offers is not extended. Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on October 22, 2014. Documents related to this procurement are available over the Internet. These documents reside on a World Wide Web (WWW) server which may be accessed using a WWW browser application.
