<THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSALS. THIS IS A SOURCES SOUGHT NOTICE ONLY; NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. The purpose of this sources sought notice is to perform market research, and to gain knowledge of the capabilities of potential sources. After review of the responses to this notice, a pre-solicitation notice will be posted on the Federal Business Opportunities website (www.fedbizopps.gov) with more specific information regarding this acquisition. The Defense Commissary Agency (DeCA) is seeking experienced, qualified seafood contractors to perform Seafood Road Shows at the Agency's commissaries located in the Northeast United States on the following military installations: DELAWARE: Dover AFB MARYLAND: Aberdeen Proving Ground, Annapolis NS, Fort Detrick, Patuxent River NAS, Forest Glen (formerly Walter Reed AMC) PENNSYLVANIA: Carlisle Barracks VIRGINIA: Dahlgren NSWC, Fort Myer WEST VIRGINIA: Sugar Grove The Contractor will be required to coordinate, schedule, and conduct Road Show sales events for fresh, refreshed, and frozen seafood products at the aforementioned commissaries at a reasonable percentage of savings to the patrons compared to prices for the same items found at commercial businesses off base. The Contractor will be required to provide fast, friendly, courteous services that result in high levels of customer satisfaction and increased sales. At the end of a sales event, the Contractor shall remove all contractor-owned equipment and supplies from the Government installation. The Agency's historical sales data of Seafood Road Shows held in these commissaries between October 2012 and June 2013 has ranged from approximately $258 to approximately $12,463 per scheduled event. Seafood road shows may be a one to three day weekend event. Factors that affect the level of seafood road show sales are the size of commissary, patron turn out, and contractor's promotional efforts. The items listed below are representative of items that are typically offered during a seafood road show. The item mix may vary from one commissary to the next depending on patron preference, availability, and price. Not all items listed are required to be available at a seafood road show. Items may be fresh or frozen. Blue Crabs Bass Catfish Clams Cod Crab Legs Crawfish Flounder Haddock Lobster Mussels Scallops Shrimp Swordfish Tilapia Trout Tuna Whiting Wild Salmon The Contractor will be required to offer for resale, products that have been inspected and approved in accordance with Federal and/or State commercial procedures. In the absence of a commercial inspection procedure, Military Food Inspector (MFI) procedures shall apply. Contractor seafood products shall be provided from approved sources listed in the Worldwide Directory of Sanitarily Approved Food Establishment for Armed Forces Procurement which is found at http://vets.amedd.army.mil/86256F90007C2D1D/VETCOM. Prior to contract award, Contractors must have registered in the System for Award Management (SAM) database and must have completed the online representation and certifications. SAM is accessible at www.acquisition.gov and clicking on the title for the system. Assistance with registration is available on line. The North American Industry Classification System (NAICS) code for this requirement is 311710 (Seafood Product, Preparation & Packaging), with a small business size standard of 500 employees or less.
