- Update: Responses to the Questions presented at Industry Day for Medical Simulation Support Service (MS3)have been posted. Purpose THIS IS A REQUEST FOR INFORMATION (RFI) AND INVITATION FOR INDUSTRY DAY ONLY, it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI is developed for the express purpose of surveying interested sources on applicable services for medical training equipment, which will include the procurement of Medical Materials, kitting, management, and delivery of medical training equipment in support of training requirements. Interested sources are invited to provide their approach to meet the requirements for the MS3 as described below. This RFI does not commit the Government to contract for any supplies or services whatsoever. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested parties' expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. North American Industry Classification System Code (NAICS): TBD Background The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) provisional Joint Program Office for Medical Modeling and Simulation is contemplating a new Single Award / Multiple Award Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract for medical training equipment services in support of training requirements. This contract will include the procurement of medical equipment and consumables, prepare kits as needed for training systems and deliver them to single / multiple locations CONUS and OCONUS to conduct medical training. The addition of PEO STRI's new medical training equipment services contract will give the Army and our customers a broader performance based service scope and increased efficiencies. This is a new service effort for PEO STRI JPO MMS estimated between $50M - $100M. There is no current contract in place. Scope The U.S. Army PEO STRI, JPO MMS ID/IQ will provide a broad range of medical training equipment services in support of training requirements. The contract's primary focus will be providing services to procure, kit and deliver Medical training equipment to conduct medical training. The following tasks and services are contemplated to be the major part of the contract's scope: 1.Procurement of medical supplies and equipment for training 2.Procurement of consumables for medical training 3.Receive and inspect all the procured equipment/consumables 4.Maintain inventory as needed 5.Provide monthly reports, at a minimum they will include; all equipment/consumables received, kits prepared, and deliveries 6.Prepare Kits as required 7.Ship the kits to the specified location in the DO/TO to CONUS and Military Installations sites OCONUS. The intent of this effort is to target an efficient and effective acquisition process that provides quality services. Delivery Orders/Task Orders (DO/TO) will be awarded in accordance with FAR 16.505 - Ordering. The period of performance for the ID/IQ contract is currently planned for 5 years. To Interested Sources The Government is interested in receiving your insight as well as your innovative ideas to provide quality services at a reasonable cost for the tasks included in this RFI. Some questions the Government may have: Potential challenges to distribution chain for just-in-time kitting assembly Potential challenges to kitting of supplies from multiple manufacturers or distributors for multiple training events Internal component ordering system as an indicator of performance risk Management of delivery locations Physical capacity requirements for kit assembly Recommendations for turnaround times to provide kits to field after issuing a DO/TO Challenges associated with the process and methodologies used for the management, acquisition and kitting of the equipment/supplies Risks related to the tools utilized for the scheduling of receiving, kitting and delivery Risks associated with delivering kits with 100% fill rate in a short time notice Management of the quality of the kits delivered Challenges associated with providing reports on regular bases Responses are limited to 15 pages (double sided will be counted as two), single-spaced, minimum font is 12 point, Times New Roman on.pdf format. The Government will not review any pages beyond the 15-page limit. Company information should include: a) Your company name, address, POC, email addresses, phone and Fax numbers, and the company's web page (if applicable); b) Company capabilities and experience relative to the services and competencies (skill sets) identified above; The Government will be holding an Industry Day on 21 Oct 2014 beginning with a General Session from 0830 to 0930 hours (EDT) at: US Army PEO STRI 3100 Technology Parkway (UCF Partnership II Bldg.) Room 208 Orlando, FL 32826 We will conduct one-on-one sessions with interested Industry partners starting at 1000 hours. The Government will provide further information to the participants in the General Session. The Industry Day is open to all interested parties who possess the capabilities and resources to meet the Government's requirements. All responses are due by 1300 hours on 16 October 2014 to all the POCs listed below. If interested in participating in the Industry Day, you must RSVP with the intent of attending the Industry Day and identify the personnel attending (please no more than three representatives) no later than 1300 hours EST, 16 October 2014. On 17 October 2014, the Government will advise the participants on their time allocated for one-on-one Industry Day sessions. To participate in the One-on-one session each company is required to submit a response to the RFI by 16 October 2014 by 1300 EST. One-on-one sessions will be held on 21 October 2014, depending on the responses to this invitation the sessions may be extended to 22 and 23 October 2014.
