Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL, A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health (NIH), Office of Acquisitions (OLAO) and behalf of the National Eye Institute, intends to negotiate and award a purchase order on a noncompetitive, sole source basis to Bioptigen, P.O. Box 13569, Durham, North Carolina 27709 for the required products: UHR Light Source, Envisu R2200 UHR SDOIS System, Qty (1), includes: Replacement ultra-high resolution light source for Envisu R2200 UHR SDOIS animal imaging system; Bioptigen Fiber Isolator Kit and integration into existing system; return of system to Bioptigen manufacturing; complete performance tune-up; Re-installation and one day of training; Use of loaner system until re-installation; and all shipping and labor costs. NEI will be advised if any additional parts are required to meet system specifications. Sole Source Justification: The purchase request is to repair the existing Bioptigen Envisu R2200 UHR System by replacement of UHR light source. The equipment is made by Bioptigen to provide ultra-high resolution OCT images for animal eyes. Only Bioptigen can make this repair, which requires specific integration of the light source into the system and to perform any necessary tune-up and adjustment. The delivery date will be ARO, the delivery point is the National Institute of Health (NIH), National Eye Institute, Visual Function Core, 49 Convent Drive, Room 2B04, Bethesda, Maryland 20892. The North American Industry Classification Code is 339112, size standard 500 employees. The acquistion is being conducted under FAR Part 13, Simplified Acquisition Procedures and under the authority of FAR 6.302-1. Interested parties may identify their interest and capabilities in response to this notice by November 17, 2014 at 12:00 pm noon Eastern Standard Time. The determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purposes of determing whether to conduct future competitive procurements.
