- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Millimeterwave Simulation System 2 (MSS-2) utilizes a one-of-a-kind highly dynamic and precise flight motion simulator (FMS) as part of a high fidelity hardware in the loop (HWIL) simulator. Slip rings are required for power and communication purposes for testing assets that are mounted on the FMS. Solicitation number W31P4Q-15-T0020 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-76. This solicitation is anticipated to be issued as 100% full and open competition. The associated NAICS code is 334511, and the small business size standard is 750 employees. All qualified vendors are encouraged to submit a proposal. The Government reserves the right to award without discussions. The place of inspection and acceptance is ORIGIN. FOB Point is destination. Estimated shipping timeframe and cost shall be included in quotation. The provision at FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Provision 52.212-2, Evaluation - Commercial Items, will be applicable and this action will be awarded on the basis of lowest price technically acceptable offer to the Government. EVALUATION FACTORS The Government anticipates award of a single contract resulting from this solicitation to the responsible offeror whose offer represents the lowest price technically acceptable offer to the Government. The following factors shall be used to evaluate offers: 1. Price proposal 2. Technical (Pass/Fail) The contractor shall engineer and provide a slip ring unit for the Millimeterwave Simulation System 2 Flight Motion Simulator GO80686 roll axis with in accordance with specifications as detailed in 2014.10.07 MSS2 Slip Ring Spec.pdf (see attached). Note: Delete file SlipRingUnitPWS. Use file Rev 1. SlipRingPWS. The technical proposal will be evaluated as either acceptable or unacceptable. ACCEPTABLE: Proposal clearly meets the requirements of the solicitation. UNACCEPTABLE: Proposal does not clearly meet the requirements of the solicitation. The technical proposal must receive an overall rating of acceptable. A single unacceptable rating will result in an overall rating of unacceptable. Failure to demonstrate or indicate that the contractor's proposed equipment meets the hardware and quantity requirements set forth in The Performance Work Statement will result in an overall rating of unacceptable and will not be considered for award. The Government will evaluate total price by adding the price for all items. The Government may reject a bid as nonresponsive or a proposal as unacceptable if it is materially unbalanced as to prices offered for items. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with the offer. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, also applies to this acquisition. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, also applies to this acquisition, as does FAR 52.225-18, Place of manufacture; and FAR 52.215-1, Instructions to Offerors - Competitive. DFARS clause 252.232-7006 - Wide Area Workflow (WAWF) Payment Instructions also applies to this acquisition. Other clauses may be included in the award, if applicable. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the Agency.
