NIHLM2015338-UHP Appendix B Region 2 Subscription List. NIHLM2015338-UHP Appendix A Region 1 Subscription List. NIHLM2015338-UHP (DRAFT) Statement of Work - U.S. and Foreign Subscription Services for the National Library of Medicine. This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. The National Library of Medicine (NLM) is conducting a market survey to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses and/or HUBZone small businesses capable of serving the needs identified below. Background The National Library of Medicine in Bethesda, Maryland, is a part of the National Institutes of Health, US Department of Health and Human Services (HHS). NLM, the world's largest biomedical library, acquires and preserves biomedical literature from throughout the world in all formats and languages. The Collection Development and Acquisitions Section of the Technical Services Division builds the NLM modern biomedical literature collection, including print and electronic resources. Purpose The purpose of this contract is to place approximately 8300 subscriptions for biomedical literature published in one of two regions, as follows: Region 1: North America, including Canada and Mexico, and the United Kingdom; Region 2: Europe, Japan, Australia, New Zealand, Israel and South Africa. Subscriptions are assigned to either Region 1 or Region 2 based on the location of the publisher. For multi-national publishers, NLM will designate a single region assignment. All titles from each publisher will be assigned to the same region even if some titles are published in countries outside the region. Publishers may be commercial, governmental bodies and other non-commercial organizations. From time to time NLM may request subscriptions for titles from countries outside these regions. Before orders for titles published in countries outside of the regions are placed, the Contractor and NLM must concur on the capability of the Contractor to supply serials from those countries. NLM subscriptions include print and electronic formats. Subscriptions may be for print-only (or other physical format, such as DVD), print bundled with electronic access, or electronic only. For print subscriptions, a consolidation service with shipping to NLM is required. Services related to acquiring and managing access to electronic resources will also be obtained. See Appendix A or B for a list of the subscriptions for each region, including the title and format acquired. Address Capabilities Vendors may submit their capabilities in one or both of the following service Region(s). Capabilities should specify the Region(s) being offered. Region 1: North America, including Canada and Mexico, and the United Kingdom; Region 2: Europe, Japan, Australia, New Zealand, Israel and South Africa. Capabilities are expected to be concise and complete -- and should adhere to page limitations set forth below. Interested firms responding to this Sources Sought Notice should provide a capability statement that displays the following: 1. How many medical, research or academic library customers of comparable size to NLM do you have in which you provide services of similar nature and complexity to the requirements of this request? 2. Describe your experience providing subscription services for the title list(s) (See Appendix A or B) that NLM is seeking to acquire. 3. What is the total number of subscription orders handled annually? 4. Do you have a consolidation service for print subscriptions? If so, please describe the operation including where your center(s) are located and how you obtain publications from the countries included in the region(s). 5. How many pieces are processed through your consolidation center(s) on an annual basis? 6. Do you supply a machine-readable equivalent of your paper invoices in EDI (Electronic Data Interchange) invoice message format that is certified by Ex Libris Group for use in the Voyager Integrated Library System? 7. Describe the features and functionality of your online system and how customers use the online system to track orders, consolidation shipments, payments, claims, bibliographic changes, etc. Vendor Requirements A. General Requirements Independently and not as an agent of the government, the Contractor shall furnish all necessary labor, materials, supplies, equipment and services, except as otherwise specified herein, to place new and renewal subscription orders on NLM's behalf and to provide related services as set forth in the attached Statement of Work (SOW) for titles sold on subscription and published in the regions defined above in the Purpose. B. Subscription Services The Contractor shall perform the work set forth in the SOW and shall be responsible for the professional quality and technical accuracy and for the coordination of all facets of such work. The Contractor shall without additional compensation correct or revise any errors or deficiencies in workmanship or other services. C. Consolidation Service for Print Subscriptions or Print Bundled with Online Access The Contractor must be capable of providing a consolidation service for print issues. The Contractor shall: a) collect all issues of the publications at one or more locations, b) record issues in their online system and on packing lists in alphabetical order, c) pack and ship the issues via courier service with online tracking in accordance with approved schedule d) provide access to online system giving information for issues received, processed and shipped The Contractor shall propose a shipment schedule whereby shipments are received at NLM on an agreed upon schedule and all issues are shipped within 5 working days of receipt at consolidation site. The weight limit for each shipment box is 50 lbs. The Contractor shall ship all issues to the address provided with the initiating order and continue such shipment until notified to cancel or change the shipping address. This is a Small Business Sources Sought Notice. This is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disable, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. This Sources Sought notice is not a Request for Proposals (RFP), nor is an RFP available. Interested firms responding to this sources sought notice must adhere to the following: (a) Provide a capability statement demonstrating relevant experience, skills and ability to fulfill the Government's requirements for the above. The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed 10 pages. (b) The capability statement must identify the responder's small business type and size; DUNS number; NAICS code; and technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and email addresses. (c) All capability statements must be submitted electronically no later than 4:30pm Eastern Standard time on Wednesday November 19, 2014 to Ms. Uyen Phuong at phuongu@mail.nlm.nih.gov. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
