Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W911QX-15-T-0034. This acquisition is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74. This acquisition is set-aside a 100% small business set-aside. The associated NAICS code is 332993. The small business size standard is 1,500. The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001 Warhead Charges Loading Service The Contractor shall perform mold setup and loading of quantity 220 warhead charges that will be shipped to Aberdeen Proving Ground (APG), Aberdeen, MD and BAE Systems, Hollister, CA, in accordance with the following Performance Work Statement (PWS). CLIN 0002 Data The Contractor shall furnish all data in accordance with the PWS, Section C, and the DD 1423s (CDRLs), Section J. CLIN 0003 Contractor Manpower Reporting Cost for Providing Accounting for Contract Services - ACC-APG 5152.237-4900, Accounting for Contract Services Requirement, is included herein; the contractor is required to provide data on contractor manpower (including subcontractor manpower) for performance of this contract, in accordance with clause ACC-APG 5152.237-4900, located in Section C. Instructions, including the Contractor and Subcontractor User Guides, are available at the CMRA (Contractor Manpower Reporting Application) website at: https://cmra.army.mil. Description of requirements (Performance Work Statement (PWS)): C.1 Background The U.S. Army Research Laboratory (ARL) Weapons and Materials Research Directorate (WMRD) features leading-edge experimental capabilities that preserve its position as the Army's lead in lethality and survivability research. This research has established an essential technology base in related programs supportive of armor and armaments developments. Many of the technologies that are emerging from ARL's current research programs are critical to the realization of the quote mark leapahead quote mark capabilities needed for the Army of the 21st Century. The WMRD Protection Division (PD) conducts research and development in all aspects of high-explosive charges and their associated warheads. The PD's research area includes explosive warhead and penetrator experimentation. The Multi-Threat Armor Branch (MTAB) of the PD is extensively involved in the exploitation and characterization of shaped charge warheads. To fulfill the mission in this area, the MTAB requires warhead explosive loading to support ongoing experimentation. ARL will provide the components, as Government Furnished Property (GFP), for the explosive loading and warhead assembly performance, which will include copper shaped charge liners, aluminum casings, Polymethylmethacrylate (PMMA) wave shapers, and delrin end caps. C.2 Requirements C.2.1 The Contractor shall perform the explosive loading and warhead assembly performed according to specific drawings provided by the Government. The drawings are NOT for public release and will be faxed or electronically mailed to eligible offerors upon request. Only U.S. firms, domestic Department of Defense (DoD), and domestic DoD contractors are eligible for the procurement. C.2.2 The Contractor shall press load Composition B explosive into the 220 Government supplied warhead assemblies. C.2.3 The Contractor shall fabricate Composition B explosive cylinders and Plastic Bonded Explosive Navy certified (PBXN-5) boosters. C.2.4 The Contractor shall assemble the Government furnished components and explosive components into the final copper shaped charge assemblies, in accordance with the Government drawings (Pages one (1)-six (6), dated 16 July 2013), provided as Government Furnished Information (GFI). C.2.5 The Contractor shall provide the shipping boxes to return 180 loaded shaped charges to Aberdeen Proving Ground (APG), Building 714 (Ammunition Management Division), Aberdeen, Maryland. C.2.5.1 The Contractor shall ship the loaded shaped charges to APG during the hours of 800 and 1430 Eastern Time, Monday through Thursday. Deliveries will NOT be accepted after 1430. All deliveries MUST be made by using the Route 715 entrance to APG. C.2.5.2 The Contractor shall ship the loaded shaped charges to the below address. The information provided below MUST appear on all shipping documentation, clearly marked for STEVEN C. BOYER/RAC 1MA. Transportation Officer Ammo Receiving Point - BLDG 714(AA) Phone: (410) 278-2915/4304 ATTN: Steven C. Boyer (410-278-6561) / RAC 1MA Aberdeen Proving Ground (APG), MD, 21005. C.2.6 The Contractor shall provide the shipping boxes to return the 40 additional loaded shaped charges to the BAE Systems Hollister Test Site in Hollister, California. C.2.6.1 The Contractor shall ship the loaded shaped charges to the below address: ATTN: Jaime Alforque 900 John Smith Road Hollister, CA 95023 C.2.6.2 The Contractor is required to call the BAE Systems Hollister Test Site two (2) days prior to delivery and the delivery driver is required to call four (4) hours prior to delivery of the loaded explosives, during the hours of operation of 0600 and 1530. The Contactor shall contact the below BAE Systems personnel: Jaime Alforque - 408-891-9595 Ron Cabreros - 831-235-4124 BAE Security 24 hours - 408-289-4121 C.2.7 The ARL will provide the Interim Hazard Classification (IHC) for the aforementioned shipping of the 180 charges to APG and 40 charges to the Hollister Test Site. C.3 Deliverables C.3.1 The Contractor shall mail the X-ray and inspection results for the 220 loaded shaped charges to the Contracting Officer's Representative (COR) via an electronic media, such as CD-ROM or DVD-ROM. The X-ray and inspection data shall contain the press loaded explosive density and booster pellet density measurements for each of the 220 assemblies. The X-Ray and inspection results shall be mailed to the below address, four (4) weeks prior to the Period of Performance (POP) completion date. Army Research Laboratory ATTN: RDRL-WMP-D (Mary Duffy) Aberdeen Proving Ground, MD 21005-5066 C.3.2 Upon receiving the X-ray and inspection results, the COR will have two (2) weeks to provide the Contractor with technical acceptance and instruct the shipment of the 220 loaded charges to the respective addresses at APG and BAE Systems Hollister Test Site. The Contractor shall deliver the 220 loaded charges prior to the Period of Performance (POP) completion date. C.4 Distribution Statement: Distribution Statement A: This statement of work is approved for public release; distribution is unlimited. Period of Performance (POP) is six (6) months After Contract Award (ACA). Technical Acceptance shall be performed at the US Army Research Laboratory, APG, MD, prior to the POP completion date. Delivery shall be made prior to the POP completion date. The FOB point is Destination. The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: NONE. The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Past Performance and Price. The Technical element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed product to industry or Government agencies. Past performance will consider the ability of the offeror to meet technical specifications, delivery schedules (with warranty fulfillment and maintenance reputation included as applicable). Offerors shall include 2 records of relevant sales from the previous 12 months. Offerors shall identify a point of contact for each sale by providing a name and telephone number. Price will be evaluated based on the total proposed price, including options, (if any). Technical and past performance are of equal importance and when combined are significantly more important than price. The Government reserves the right to award to other than the lowest price and to award without discussions. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations with its offer. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause: None.
