- This is a combined synopsis/solicitation for commercial items prepared in accordance wih the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The General Services Administration is requesting proposals from electric service providers (ESPs) to provide direct access electricity to accounts within the Pacific Gas and Electric, San Diego Gas and Electric, and Southern California Edison (UDC) service territories. Offerors must be registered with the California Public Utility Commission as ESPs for the respective UDCs. The anticipated term of service is December 2014 (picking up accounts as cycles begin in December) through December 2015 (ending service at the end of each December 2015 billing cycle). Volume is approximately 90,000 MWH per year. This is an unrestricted competition under NAICS 221122. A. Step 1: Questions, proposed supplemental terms and conditions Submit all questions by email to jomichele.agee-long@gsa.gov with cc to Mark.Levi@gsa.gov by 12 Noon on Monday November 10, 2014. Supplemental terms and conditions (i.e., which add definitions or other clarifications to the solicitation but do not change the solicitation) may be offered at this time. The Government will notify the Offeror whether such supplemental terms and conditions are believed to be acceptable or not. If the Offeror is notified that such supplemental terms and conditions are acceptable, the Offeror may submit these with pricing (see Step 2) without further revision. In the event that post-award a contradiction is found between the solicitation and such supplemental terms and conditions, the former will take precedence. Supplemental terms and conditions submitted by the successful Offeror will be incorporated into the contract as part of Exhibit A. Requests for minor revisions to the solicitation may also be made at this time. If such changes are acceptable the Government will amend the solicitation. The Government will judge what constitutes a supplemental term or condition (i.e., that clarifies or expands on the solicitation without a contradiction) versus what constitutes a change to the solicitation. B. Step 2: Executable Proposal Submit executable proposal as described below not later than 9:00 AM Pacific Standard Time on 17 November 2014 via email to jomichele.agee-long@gsa.gov with cc to Mark.Levi@gsa.gov. The executable proposal must include: (1) Signed SF 1449, including acknowledgement of any amendments. )2) Completed Exhibit A with any attachments, which constitutes the price proposal. (3) Be registered on the SAM website at www.sam.gov, to include current representations and certifications. (4) Be registered as an electric service provider with the California Public Utilities Commission for each of the three UDCs.
