- The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) intends to negotiate a sole source contract with Pacific Star Corporation located in Houston, TX to purchase Buchi Syncore Polyvap Evaporation System. The BUCHI Syncore Polyvap is a parallel evaporation system that is utilized for the evaporation of extracts as part of sample preparation. Although there are other evaporation systems available on the market, this system is unique. Unlike other parallel evaporation systems, the Syncore Polyvap eliminates cross­ contamination during solvent evaporation since the system has individual PEEK vacuum ports in the PTFE coated vacuum lid for each individual sample vessel. Other parallel evaporators (i.e. Thermo SpeedVac, Labconco CentriVap) involve the evaporation of extracts in tubes that are not sealed or covered. As a result, cross-contamination and loss of sample occur, which had been experienced by this end-user. Some of the dried extracts would come out of the tubes during the evaporation process and travel into other tubes or stick to the instrument inside cover. Cross-contamination and loss of sample should not occur for quantitative analysis. This is a notice of intent and is not a request for competitive quotations or proposals. No solicitation is available. Firms that believe they can provide these products are encouraged to identify themselves and provide a substantive statement with descriptive literature and any other supporting information to the Contracting Officer within 10 days of publication of this notice. All information received within 10 days of publication of this synopsis will be considered by the Government to determine if the more than one firm can meet the Government's requirements and is capable of performing the intended task(s). Brand Name or Equal 52.211-6 -- Brand Name or Equal (1999) (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. (End of provision) If this procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the USDA BioPreferred SM Program.
