- The United States Environmental Protection Agency (EPA) Office of Acquisition Management (OAM), on behalf of the Office of Chemical Safety and Pollution Prevention?s (OCSPP?s) Office of Pesticide Programs (OPP), intends to execute a modification to increase the capacity under contract EP-W-11-014??External Peer Review and Technical Support of Pesticides Regulatory Activities.? The modification to the contract with Summitec Corporation will be processed under the authority of FAR Part 6.302-1, ?Only One Responsible Source.? The modification will support ongoing technical support in the development of OPP and agency position documents, reviews, and scientific technical assessments of potential hazards, exposures, and risks of pesticides to human health and the environment. The specific work performed as part of the increased capacity will support OPP?s Health Effects Division with the primary review of data and literature searches of Toxicology/Epidemiology data which is used to evaluate the scientific and technical merit of studies submitted to EPA to support the registration of pesticide products. Additionally, the increase will support OPP?s Antimicrobial Division in reviewing, evaluating and assessing data (1) to ensure that all information requirements are met with respect to compliance with EPA guidelines and policies, and (2) to determine the adequacy of the study methods, data, and claims /statements on the product labels. EPA intends to increase the capacity of the contract by 5,950 hours. This increase in capacity is necessary due to FY14?s sequestration and accompanying budget restraints that minimized new hire authority, both of which caused a decrease in available staff labor hours to perform work. EPA is legally mandated to perform this work in a timely fashion under Pesticide Registration Improvement Act (PRIA) deadlines. NO SOLICITATION IS AVAILABLE FOR THIS PROCUREMENT. It has been determined that Summitec Corporation is the only source that meets the Government?s requirements. Notwithstanding, any firm that believes it is capable of meeting EPA?s requirement as stated herein, may submit its capability by 4:00 PM on November 21, 2014, which may be considered by the Government. A determination not to conduct a competitive acquisition based upon the responses to this notice is solely within the discretion of the Government.
