Description
Draft Section M Draft Section J-Appendix A (Statement of Work) The U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) is seeking a contractor to manage and operate the Kansas City Plant (National Security Campus in Kansas City). The National Security Campus (NSC) is presently managed and operated by Honeywell Federal Manufacturing & Technologies, LLC under contract DE-NA0000622, which will expire September 30, 2015. NNSA has decided to conduct a full and open competition for a follow-on management and operating contract with a four-month transition and a five-year base period with options for up to five additional years. The solicitation is expected to be issued before the end of this year. A site tour and preproposal conference following issuance of the solicitation are planned. Issuance of the solicitation will be announced through the Governmentwide Point of Entry (FedBizOpps). The North American Industrial Classification System (NAICS) code for this action is 561210 (size standard: $35.5 million). A draft Statement of Work, and draft Evaluation Factors for Award (Section M) are attached. Comments or questions about this acquisition and the draft documents should be sent to SEB4@nnsa.doe.gov no later than November 21, 2014. NNSA has established a website at http://nnsa.energy.gov/aboutus/ouroperations/apm/majcontrsolicitation/national-security-campus-management-and-operating-mo to disseminate information relating to this acquisition. The draft documents, solicitation, notices, questions/answers and other pertinent information will be made available through the website. Prospective offerors should frequently check the website for up-to-date information. The current Kansas City Plant (National Security Campus in Kansas City) management and operating contract can be found at: http://nnsa.energy.gov/aboutus/ouroperations/apm/mosupportdept/kcp20102013. The NSC in Kansas City, MO is situated on approximately 177 acres. The facility is leased for the NNSA by the General Services Administration. Satellite operations include Government-owned or -leased facilities that provide support to other Department of Energy (DOE) organizations associated with nuclear weapons activities in Albuquerque, NM; and at several training and communications sites. The NSC is one of several production plants that are critical to the DOE's Stockpile Stewardship Program. The primary mission of the NSC is the production and procurement of electrical, electronic, mechanical, electro-mechanical, plastic, and metal components and hardware for nuclear weapons. The projected budget for the NSC management and operating contract is approximately $900 M per year or $9 B for the ten-year period of performance (including options).
