Description
Synopsis Notice to Sole Source The United States Air Force, USAFCENT/A7KQ, Shaw AFB SC, 29152. This is a Sole Source synopsis published for informational purposes only. This proposed action is for the procurement of USAFCENT/A2 IT Sustainment. The government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 541614 - Process, Physical Distribution and Logistics Consulting Services. Business size standard is for NAICS 541614 is $15M. The proposed source is General Dynamics IT Inc., 3211 Jermantown Rd, Fairfax VA 22030-2844. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 9:00 am Local (Shaw AFB) Time, 10 November 2014. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The proposed contracting action is a bridge contract with a base of 4 months with two 1 month option periods. General Dynamics IT Inc currently holds the contract expiring on December 12, 2014. The follow on acquisition is being sourced by DISA with an estimated award date of March 2014. The current contract supports critical intelligence surveillance and reporting in the USAFCENT Area of Responsibility and Shaw AFB as described below. The Information Technology (IT) Sustainment tasks directly support the Combined Forces Air Component Commander (CFACC) mission and priorities, at both CONUS and OCONUS locations. The U.S. Air Forces Central (USAFCENT) Combined Air and Space Operations Center (CAOC) uses complex systems made up of unique hardware and/or software applications and configurations. Without the continued uninterrupted contractor support USAFCENT/A2 (Intelligence Directorate) would be reduced to critical manning levels for IT support at Shaw AFB and all forward locations. This critical manning situation would be unsustainable and allows for no redundancy. Both Shaw AFB and forward locations would lose critical senior technician positions resulting in an unacceptable amount of downtime; reducing USAFCENT/A2 mission effectiveness and inability to support time sensitive intelligence requirements and taskings. The loss of the senior technicians would introduce unacceptable amounts of continuity degradation and exponentially increase the time required to field new IT service to support USAFCENT/A2 intelligence mission needs at Shaw AFB and forward locations. Additionally, the loss of military personnel at Shaw AFB to support forward operations would further impact the IT support at Shaw AFB. The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD. Be advised that all correspondence sent via e-mail shall contain a subject line that reads "FA8601-15-R-0001, A2 IT sustainment." Note that e-mail filters at Shaw AFB are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e.,.exe, or.zip files). Therefore, if this subject line is not included, the e-mail may not get through the e-mail filters. Also be advised that.zip or.exe files are not allowable attachments and may be deleted by the e-mail filters at Shaw AFB. If sending attachments with e-mail ensure only.PDF,.doc, or.xls documents are sent. The e-mail filter may delete any other form of attachments.
