Description
Notice of Intent to Award a Sole Source Purchase Order for iCycler Real Time PCR Detection System, and BioRad CFX96 touch machine equipment along with supporting laboratory accessories to Bio-Rad Laboratories, Life Sciences Group, Hercules, CA 94547. The U.S. Environmental Protection Agency?s Office of Acquisition Management intends to award a sole source, firm fixed-price purchase order on behalf of the US EPA?s, National Health Effects Research Laboratory (NHEERL), Toxicity Assessment Division (TAD). The purchase order will be issued under the authority of FAR Part 13.106-1(b)(1), to Bio-Rad Laboratories, Life Sciences Group, 2000 Alfred Nobel Drive, Hercules, CA 94547 in order to procure laboratory equipment and accessories. The purpose of this procurement is to obtain the following laboratory equipment; an iCycler real time PCR detection system to evaluate gene expression in tissues following exposure to treatments. The equipment would be used to compare data collected on a current older BioRad iCycler, model. It is critical that we are able to compare prior data utilized for risk assessment purposes therefore the procurement of the preceding laboratory equipment and supporting accessories are required in order to ensure continuity of our existing laboratory analysis. Our research requires that we have a system with rapid output, generating data across 96 wells within 12 seconds. We also need fluorescein detection in quantities of <10 fmol. The system should allow for excitation and detection of up to 5 dyes within a well and run a 96 well plate. Lastly, based on space concerns, we need for the system to be able to operate free standing and NOT attached to a computer. The BioRad CFX meets all this requirements and produces lab results that are comparable to those already collected. Since we are comparing data that was obtained on an older BioRad brand name machine, we need for the new machine to be a BioRad brand name machine also so that data produced will give values comparable between the 2 machines. Different manufactures of iCyclers use different internal software to calculate values and the BioRad methodology is consistent only amongst their products. Use of brands that will measure the fluorophore used in our assay with the parameters our assay needs proved functional with standalone machines, which do not require attachment to a computer to function. EPA believes that there are no third party vendors which can provide the preceding specialized equipment required of TAD Due to the fact that this equipment cannot be interchanged with another iCycler because doing so would jeopardize the data results. EPA?s Technical experts have demonstrated the use of the requested equipment in a laboratory setting in order to validate a data match to other data obtained using the required equipment which subsequently resulted in production of accurate results. The circumstance permitting Other than Full and Open Competition is FAR 6.302-1 Sole Source, Only one responsible source and no other supplies or service will satisfy agency requirements. All interested parties who believe they can provide the required laboratory equipment and accessories should fully explain their capabilities and qualifications in writing NLT 11/12/2014. The intent of this synopsis is to state the Government's intention to sole source this acquisition to Bio-Rad Laboratories, Life Sciences Group. Therefore, no solicitation (RFQ) is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing merely to submit a routine letter requesting a copy of the RFQ will not be honored. Offerors must submit all technical questions / responses concerning this synopsis electronically through FedConnect. Notices of any modifications to this FBO procurement announcement, including Requests for Proposals and amendments, will be posted using the FedConnect web portal. Use of other sources versus the UNITY ESSENTIAL SUPPORT PLAN from the same equipment manufacturer, would be incompatible with the present system being utilized. Therefore it is critical that a compatible system manufactured by this company be utilized to continue the programs current and on-going research ensuring this system maintains its present warranty. The US EPA believes that Thermo Electron, is the only source capable of providing the required instrument.
