- Description
- The Department of the Air Force, The Air Force Installation Contracting Agency (AFICA), Joint Base San Antonio, Randolph AFB, TX intends to issue a Firm Fixed Price (FFP) out-of-scope modification on a sole source basis to PKL Services Inc. The current Indefinite Delivery/Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) contract with PKL Services provides technical services to train personnel in aircraft maintenance and supporting logistics specialties for the Royal Saudi Air Force (RSAF) F-15 C/D/S Aircraft. Performance is in the Kingdom of Saudi Arabia at the King Khalid Training Center (KKTC). The current contract includes providing RSAF students F-15C/D/S model aircraft specialty Upgrade Training (UGT) from a 3-skill level to a 5-skill level. The modification will increase the scope to include proficiency qualification and 7-skill level training. The required services include continuation and expansion of services of the same nature as described in the original Performance Work Statement (PWS) of the current contract. The technicians receiving UGT training will include the following specialties: Integrated Avionics Systems (2A3X4B), Tactical Aircraft Maintenance (Crew Chiefs) (2A3X3), Propulsion/Engines (2A6X1E), Electrical/Environmental (2A6X6), Aircraft Armament Systems (2W1X1), Aerospace Ground Equipment (2A6X2), Egress (2A6X3), Fuels (2A6X4), Hydraulics (2A6X5), Non-Destructive Inspection (2A7X2), Aircraft Structures (2A7X3), Maintenance Management (2R1X1), Maintenance Management Analysis (2R0X1), Aircrew Flight Equipment (1P0X1), Avionics Test Stations (2A0X1S), Avionics Sensors (2A0X1P), Metals Technology (2A7X1), PMEL (2P0X1), Munitions (2W0X1), Supply (2S0X1), and Explosive Ordnance Disposal (EOD) (3E8X1). The estimated value of the contract modification is $7M, which will not exceed the maximum ceiling amount of the original contract. The Government is currently in the early acquisition planning phase for the competitive acquisition of the follow-on contract which includes the requirement of the increased scope of proficiency qualification and 7-skill level training. The applicable NAICS codes is 611512, Flight Training, with a size standard $27.5M. AFICA 338 Specialized Contracting Squadron/PKB intends to negotiate this modification with only one source under the authority of Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(III)(B), as PKL is the only company possessing the trained personnel assets, management team, institutional knowledge, tools, equipment, management, and material needed to conduct the training without unacceptable delays in fulfilling that agency's requirements. They are currently performing these essential/mission critical services in-country at KKTC. Any other contractor would have to recruit/hire personnel, obtain training materials, and obtain VISAs and Igamas to enter country. PKL Services is currently conducting 3-skill level to 5-skill level UGT at KKTC under contract FA3002-13-D-0003. Qualified Instructor staff is available immediately to perform proposed training, resulting in students meeting the specifications in the applicable Career Field Education and Training Plan (CFETP) through the existing contract. The estimated additional cost of this modification is to allow for additional instructors as student throughput increases over time due to these new training requirements. The time needed to develop, solicit, evaluate, award a new contract, and mobilize a new contractor in country would result in an unacceptable delay in meeting RSAF's training requirements. This is a notice of intent to award a modification under the current contract and is not a request for quotes or proposals and no solicitation is forthcoming. The determination not to compete this proposed contract action is solely within the discretion of the Government.
