- Boiler Maintenance 1. The Michael E. DeBakey VA Medical Center (MEDVAMC) in Houston, TX intends to issue a solicitation 100% Total Small Business set-aside for Boiler Maintenance. Contract period of performance will be from date award plus two 12 (twelve) month option periods. The solicitation will be posted on or around December 12, 2014. Responses to this notice will not be considered as proposals, nor will any award be incurred by interested parties in responding to this pre-solicitation notice. The solicitation will be available for download from http://www.fbo.gov. Interested contractors will be responsible for downloading copies of solicitation (and any subsequent amendments) from that website, as no hard copies will be made available. The solicitation will provide full information to contractors about the proposal submission process. Prospective offerors are encouraged to register their interest in the solicitation on the FBO website so that they are notified of the issuance of the solicitation and any amendments. The applicable North American Industry Classification (NAICS) code for this procurement is 811310 and the business size standard is $7.5 Million. All interested Small Business firms shall be registered in System For Award Management (SAM) at https://www.sam.gov/portal/public/SAM/. Contractors shall possess the personnel that have successfully completed service and training from the manufacturer or a manufacturer accredited school and possess the minimum of three (3) years' experience on the equipment to be maintained. Contractor shall possess the capability to provide full service/maintenance to include preventative maintenance (hereafter called PM service), routine and emergency repair service for Government owned Boilers. Maintenance will be in accordance with VA Directive 062 Dated October 2008, VHA Boiler Plant Safety Device Testing Manual, NFPA 85A recommendations including on each boiler, all of the manufacturers requirements, industry standards and statutory requirements. Boilers include: Boiler No. 1 (Hurst Firetube) Boiler No. 2 (Hurst Firetube), Boiler No 3 (Hurst Firetube) Boiler No. 4 (Clever Brooks Water Tube) 3. Contractor shall possess the capability to provide inspections, testing, calibrating and service the equipment, as required in accordance with VA Directive 062 dated October 2008, manufacturer, industry, and statutory requirements, in order to prevent premature equipment failures and to extend equipment life. This service cab can be executed separate from or in conjunction with other services 4. Contractors shall possess the capability and personnel experience requirement of three (3) years to perform services for original equipment manufacturer (OEM) on the following: OEM Auto Flame Burner Management Fire Eye Burner Management Siemen Control System AutoFlame Devices. 5. Contractors will need to possess the capability to inform the Contracting Officer Representative of any original equipment manufacturer (OEM) updates and to incorporate updates which are required by the OEM to ensure performance to current product specifications. OEM updates will be accomplished during PM visits. The contractor shall possess the capability to inform the Contracting Officer Representative) COR of any optional updates provided by the OEM, and shall possess the capability to provide these to the Government. 6. Contractors shall possess the capability for emergency repair requests, 24 hours per day, seven days per week 7. Contractors shall the capability to respond to all emergency repair service requests within 2 hours by telephone (REQUIRED), from the time of the initial telephone call received by the Contracting Officer Representative or their designee. If the problem cannot be resolved by telephone the contractor shall make an on-site visit in person within 4 hours of the verbal request to do so (REQUIRED). 8. Contractors shall possess the capability to Set up proper fuel/air ratio at minimum fire and at established increments from minimum fire, 50% and 100% firing rate and back to minimum fire to obtain smooth, efficient transition from one firing rate to another. Adjustment will be made as required to obtain proper boiler output (steam production), desired excess air and acceptable flame patterns and confines. 9. Contractors shall possess the capability to Test and calibrate all temperature indicators steam flow transmitters and recorders, feed water flow, temperature and pressure transmitters and recorders, boiler temperature and pressure
