Description
The Department of Energy, Advanced Research Projects Agency ? Energy (ARPA-E) has a requirement for a deployable, automated, phenotyping system (?System?) that will deliver raw sensory data and generate a high-fidelity dataset collected on sorghum field plots starting in 2015. Phenotype is the observable properties of an organism that are produced by the interaction of the genotype and the environment and sorghum is a tropical grass similar to corn in habit. The goal of this systems-level approach is to screen more plants, to select the appropriate plants earlier in the growing season, to capture better information about them during their development, and identify the best genes to propagate. The Government intends to make an award to LemnaTec Corporation (LemnaTec), a small business located in Saint Louis, Missouri in December of 2014. The period of performance for this award will consist of one 24-month base period and three 12-month option periods. Performance shall commence no later than 15 days from the date of award. LemnaTec is the only company focused solely on phenotyping, with projects encompassing multiple users and handling of large volumes of continuously generated phenotyping data. LemnaTec offers key components of their System?s sensor suite that cannot be obtained through other providers. Further, LemnaTec is the exclusive supplier of the essential hyperspectral imaging systems, made by Headwall Photonics, for phenotyping use. LemnaTec has already developed their System?s operational and analytical software and retired all risks in software development. Further, they?ve demonstrated their System has the required safety mechanisms and device certifications suitable for immediate implementation. ARPA-E has performed extensive market research in an effort to identify potential sources for the required phenotyping system. Results of the research revealed LemnaTec was the only source whose experience extended beyond the design and development stage at the systems level vice component level. This notice and acquisition is meant to support the DOE and ARPA-E missions and maintain the public trust. This requirement will leverage LemnaTec?s existing infrastructure, extensive experience, and robust support network for designing, building, installing, and monitoring highly sophisticated phenotyping systems. This effort plays a crucial role in attempts to change the trajectory of bioenergy crop development. Increased information and analytics like that which is generated by the LemnaTec System contributes significantly to improving crop yields to help lower the cost of biofuel production. In accordance with Competition in Contracting Act, 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. ARPA-E seeks to support its Transportation Energy Resources from Renewable Agriculture (TERRA) program through the LemnaTec System?s high-fidelity data in the development of technologies that can increase the precision, accuracy and throughput of energy crop breeding to enable predictive algorithms for plant growth, more detailed measurements of plant physiology and more sophisticated bioinformatics for gene discovery and trait association.
