Description
This requirement is for the turnkey design, supply, delivery, assembly installation and training of a central refrigerant reclamation, recycle and recharge system at Tobyhanna Army Depot (TYAD), Tobyhanna, PA 18466. Tobyhanna Army Depot has a requirement for a Brand Name or equal: Reclamation System, Serv-I-Quip Model RC 3950, to include two (2) one-ton storage cylinders, pumping system Serv-I-Quip HLB-356, charging system Serv-I-Quip Accufill RV-290. Manufacturer: Serv-I-Quip, 127 Wallace Avenue, Downingtown, PA 19335. The contractor shall provide all engineering, design, supervision, labor, equipment, and materials to fabricate, deliver, rig into location, assemble and install the refrigerant reclamation system at TYAD, Tobyhanna, PA 18466. The system shall be designed, constructed and installed to accommodate fifteen (15) work stations, expandable to nineteen (19). Each work station shall have the capability to reclaim and recharge refrigerant from and to the equipment. At a minimum, the system shall be designed and construction to process R-22 refrigerant but be adaptable to process additional refrigerant including, but not limited to R-407, R-134a, R-410a, R-123, R-438A (MO99) and R-422B (NU22). The system shall remove impurities such as moisture, oils, and non-condensable gases and reach a purification level as provided in the latest version of ARI Specification 700-93 standards. The system shall transfer product to a storage tank and pumping system that shall monitor product level. The system shall incorporate the capability to charge refrigerant equipment using the stored reclaimed product. The system shall be designed and installed to easily permit full system relocation to another area or building in the future. The refrigerant reclamation system shall meet or exceed all applicable industrial, federal, state and local standards and codes. The contractor shall provide on-site training for operator and maintenance personnel. The refrigerant reclamation, recycle and recharge system shall have a one (1) calendar-year warranty from the date of final acceptance. A site visit will be held after issuance of the solicitation. Dates of the site visit will be established in the solicitation. It is strongly recommended that prospective offerors attend a site visit prior to submitting a proposal. The site visit will give offerors the opportunity to consider the layout and floor space of the system within the installation area. Completion of the contract is required within 180 days after award. All deliverables shall be F.O.B. Destination: TYAD, Tobyhanna, PA 18466. Defense Federal Acquisition Regulation 225.4 - Trade Agreements, applies to this acquisition. DFAR 252.225-7036 - Buy American - Free Trade Agreements Balance of Payments Program, will be included in the solicitation. This acquisition is being conducted in accordance with FAR Part 12 Acquisition of Commercial Items and FAR Part 13.5 Test Program for Certain Commercial Items. The solicitation Request for Proposal (RFP) W25G1V-15-R-0002 will be issued on or about November 26, 2014. Actual issue and due dates shall be as established in the solicitation. This acquisition is being conducted as Unrestricted Full and Open Competition. NAICS code is 333415, Size Standard is 750 employees. The RFP will be available for download on the Federal Business Opportunities web page. Vendors wishing an electronic copy may download the RFP on or after the issue date at the following internet address: https://www.fbo.gov/. At Keyword/Solicitation Number, insert W25G1V-15-R-0002 and click SEARCH. The solicitation will be issued electronically only. No paper or disc copies will be issued. It is incumbent upon interested sources to periodically access the internet site through closing to obtain any amendments which may be issued. All amendments must be acknowledged in the proposal. All proposals submitted shall require a technical proposal describing the Contractor's proposed equipment and capability to provide the requirements of the solicitation and statement of work. In addition, recent and relevant past performance for same or similar requirements which demonstrate capability and successful performance on previous contracts will be required with proposal submitted. Any resultant contract shall be Firm Fixed-Price, one (1) award. In order to be eligible for an award, all prospective offerors must be registered in System for Award Management (SAM) and be found to be responsible in accordance with FAR 9.1 - Responsibility of Prospective Contractors.
