Atch 1 - Initial Capability Statement Sources Sought for Incirlik AB, Turkey Material Handling Equipment, Bulldozers, Plywood DECA information "Due to an established economic agreement between the United States Government and the Government of Turkey, the U.S. Air Force intends to award any possible future requirement associated with this sources sought to a business concern within the country of Turkey, as required by the Defense and Economic Cooperation Agreement, supplementary Agreement 3, Article VI. If it is discovered that the U.S. Air Force is not able to make an award to a business concern within the country of Turkey, it reserves the right to make award to a business concern that is not within the country of Turkey." Business concerns not within the country of Turkey should be aware of challenges associated with doing business in the Republic of Turkey. Challenges may include: • Turkey Social Security Tax (may be as high as 80%) • VISA • Turkey Residency Permit • Business certificates/licenses as required by the country of Turkey • Turkey requires a CE marking (European Union Standards/certification conformity) on all goods imported into the country • Customs clearance • Health Care insurance not provided by contract • U.S. base housing not provided • U.S. base support facilities not authorized/provided (i.e. medical, commissary, Base Exchange, fuel station, etc.) Additional information may be found at: http://turkey.usembassy.gov/doing_business_in_turkey.html http://export.gov/turkey/doingbusinessinturkey/index.asp THIS IS NOT A SOLICITATION This is a request for planning purposes and market research information only. This does not constitute an invitation for bids, request for proposals, quotes, or an indication that the Government will contract for the items contained in this notice. The Government will not reimburse recipients for any cost associated with the submission of the information being requested or reimburse expenses incurred to the interested parties for responses. Your response to this Sources Sought Notice will be treated as market research information only. Information Sought 1. The 39th Contracting Squadron is seeking information on companies in the country of Turkey that can provide any of the following: 50 or 60 ton crane with a certified operator (Qty 1), 1EA Bulldozer with certified operator (Qty 1), 4' X 8' plywood (Qty 50) for the 39th Maintenance Squadron at Incirlik AB, Turkey (Adana). Contractors must be capable of providing the requested items/services within the confines of Incirlik AB. I. There is no formal solicitation document for this requirement at this time. The NAICS code for this requirement are 238990 All Other Specialty Trade Contractors; 238910 Site Preparation Contractor; 321211 Plywood, hardwood, manufacturing Please include in your responses to this Sources Sought the following information: - Technical capability of provided the items listed above with operators within the country of Turkey. - Any recent past performance (within three years) of similar type delivery services as described in the attached documents **Please ensure all documentation and emails sent in response to the Sources Sought are in the English language*** 2. Capability of furnishing the items requested: Capability information should confirm the ability to supply all items and services. The capability package must be clear, concise, and complete to allow for the Government to analyze the contractor's capability to meet the requested requirement. The Air Force is under no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this sources sought. 3. At this point the 39th Contracting Squadron is performing market research to determine interested parties that are capable of providing this service.
