- Justification for Other than Full and Open Competition sole source contract to Humboldt State University This publication is to notify the public of the Government's intent to award a sole source contract to Humboldt State University for continued scientific observatory services at Trinidad Head Observatory (THD) for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Office of Atmospheric Research, Global Monitoring Division (GMD). The contract will provide for a 1-year base period and four 1-year option periods. This proposed sole source is in accordance with the authority of 41 U.S.C. 253 (c)(1), One Responsible Source. THD is located in Trinidad Head, CA and this location and its facilities are used to sample air coming from the Pacific Ocean that may influence North American air quality. Government provided instrumentation is used by the vendor to measure aerosols, surface ozone, radiation, and flask sampling for halocarbons and carbon cycle gases at THD. Bi-weekly airborne vertical profile measurements provide a continuous baseline of pollution and climate forcing agents in the air entering the United States. This monitoring occurs in collaboration with GMD Marine Sciences Laboratory due to the need of comparing the same measurements at the same site for climate trending. Two critical elements are necessary in order to ensure project success and scientific accuracy: (1) consistency of location and (2) consistency of data integrity and data linkage via continuity of service. The Justification for Other than Full and Open Competition is attached to this Notice of Intent. This Notice is not a request for competitive proposals. However, any firm taking objection to this sole source and that believes it can meet the THD requirement may provide written notification to the Contracting Officer which must be received within fourteen days after date of publication of this notice. Any submissions to the Contracting Officer should clearly state the submitter's capability to satisfy the necessary observatory services. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS code for this requirement is 541990, All Other Professional, Scientific, and Technical Services and the small-business size standard is $15.0 million in average annual receipts.
