- The National Cemetery Administration is soliciting offers under Solicitation No. VA786-15-R-0020 for the following service at Houston National Cemetery in Houston, Texas: Contractor shall furnish all supervision, labor, materials, supplies, tools, personnel, and equipment for the purchase and installation of sod for interment sites in accordance with the specifications contained in the solicitation. The term of the contract consists of one year base period with four optional years if exercised. Work shall be performed in strict accordance with all terms, conditions, specifications, schedules and drawings. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation, any pertinent OSHA Occupational and Safety regulations, and any State and/or local regulations, laws and codes. The evaluation shall be: Lowest Price/Technically Acceptable basis in accordance with FAR 15.101-2. This method is appropriate when best value is expected to result from selection of the technically acceptable offer with the lowest evaluated cost/price. Offers will be evaluated for acceptability but not ranked using the non-cost/price factors of Technical and Past Performance. Each non-cost factor will be rated pass/fail. This is a very simple RFP and should be bid that way. There is no soil work, no watering, no mowing, no fertilizing, no trimming, just lay the sod you supply and nothing more. Please propose commensurately and within the range of $200,000 to $260,000 for a total of the base and four option years. This acquisition is 100% set aside for Small Business. The NAICS Code is 561730. Size standard is $7Million. Electronic solicitations will be available for download from http://www.fbo.gov on or about November 10, 2014 Responses to the solicitation are due by 2:00PM Eastern Time on December 11, 2014. Any amendments to the solicitation will also be available at www.fbo.gov. Offerors are advised they are responsible for obtaining any amendments. Proposals shall be submitted through the vendor portal as explained in the solicitation. Failure to submit all documentation required as required so may result in your submission being determined technically unacceptable and removed from further consideratiion.
