- This is a SMALL BUSINESS SOURCES SOUGHT NOTICE to determine the availability of small businesses (e.g., 8(a), veteran-owned small businesses, services-disabled veteran owned small businesses, HUB Zone small businesses, small disadvantaged businesses, and women-owned small businesses) having capability to provide resources to support multiple and simultaneously-running multi-site clinical trials conducted in the National Drug Abuse Treatment Clinical Trials Networks (CTN). The development of the CTN was based, in part, on a recommendation from the National Advisory Council on Drug Abuse and conclusions of the Physicians Leadership on National Drug Policy. The Institute of Medicine/National Academy of Sciences report "Bridging the Gap Between Practice and Research: Forging Partnerships with Community-Based Drug and Alcohol Treatment" also recommended a national network for drug abuse treatment trials. The first solicitations to join the NIDA CTN were issued in 1999. There are currently 13 nodes across the nation, representing a variety of treatment traditions that include pharmacological as well as behavioral and other psychosocial interventions. A new RFA (DA-15-008) was released July 3, 2014, to fund 10-20 new and/or re-competing applications to replace the current 13 Node Grants, all of which will expire in August 2015. The location of the Nodes and their Treatment Programs may change depending on the awards given out for this RFA. The purpose of this contract is to provide a wide range of clinical trial administrative and research support and related services for multi-site clinical trials conducted within the CTN. The awardee will not be responsible for actually conducting clinical trials to be carried out under this contract. Activities under this contract will support the trials carried out under cooperative agreements with CTN grantees located across the nation. The work required under this contract includes: 1) Providing support for regulatory functions and requirements; 2) Reviewing and monitoring protocol implementation; 3) Providing training to research staff; 4) Providing pharmaceutical services and clinical research support; 5) Providing drug testing and analytical laboratory services; 6) Providing support for protocol development; 7) Participating in relevant committee and subcommittee meetings and conference calls; 8) Providing other expert consultation and support services as needed. THIS IS NOT A REQUEST FOR PROPOSALS: This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. The Government does not intend to award a contract based on responses under this announcement nor otherwise pay for preparing any information sent for the Government's use. Any proprietary information should be so marked.
