Description
DLA Land at Aberdeen anticipates issuing a Request for Proposal (RFP) on or about October 27, 2014, for a five (5)year, Firm-Fixed Price (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ) Long Term Contract (LTC) with an estimated maximum contract value of $713,000. The subject requirement is a total small business set aside. The proposed acquisition is for CECOM Purchase Description A3354293 (NSN: 6150-01-455-4207) includes the following: Commercial Patriot Load Bank and any cables shall be contained in a pelican brand case or equivalent with handles for carrying. The NAICS code for this item is 335311. The guaranteed minimum for the total contract will be 4 each, inclusive of all five years. All parties interested in doing business with DLA Land at Aberdeen are invited to access the Army Single Face to Industry (ASFI) at https://acquisition.army.mil/asfi?ASFI_FAQ.cfm. Upon accessing this web page, look for the tab titled quote mark ASFI for Industry quote mark. Under the quote mark ASFI for Industry quote mark tab you will be able to: check for business opportunities by clicking on the Contract Opportunities Search link, receive notifications by clicking on the Vendor Notification Service link. Vendors cannot submit responses via the Vendor Bid History. Vendors can only view quote mark high level quote mark information regarding the response. No registration is needed for the Vendor to browse for business opportunities. For the Vendor to receive notifications he merely needs to provide company Commercial and Government Entity (CAGE) Code and E-Mail address. To submit a response the Vendor must provide the CAGE Code and Marketing Partner Identification Number (MPIN). Your company must be registered and current in the System for Award Management (SAM) in order to submit bids/proposals on ASFI. Please be advised that hard copies of the solicitation will not be made available. You must download solicitation documents from the ASFI. Instructions on how to use ASFI to include; receiving notification, submitting and uploading bids or proposals, formatting and system requirements are provided at https://acquisition.army.mil/asfi?ASFI_FAQ.cfm. For ASFI technical assistance, please e-mail the ASFI Help Desk at usarmy.redstone.acc.mbx.hqacc-asfi@mail.mil. ADDENDUM 1 The following questions have been asked by industry regarding this solicitation: QUESTION 1: I have downloaded the attachments for the subject solicitation on ASFI, however is there a TDP with the actual drawings somewhere for download? ANSWER 1: No TDP or drawings are available for this buy. Please see Exhibit B for purchase description. QUESTION 2: I have reviewed the data. Please advise if a technical data package is available. ANSWER 2: The requirement does not have a technical data package, however it does have a purchase description (see Exhibit B). QUESTION 3: Is this a sole source set a side? ANSWER 3: As indicated in the announcement, it is a small business set aside. Please see Exhibit B for the purchase description. QUESTION 4: The solicitation CLINS mention quote mark Range Quantities quote mark but we do not understand how that works. We cannot cross reference those to any description in the solicitation. Page 56 indicates Ranges with weights and percentages. Please put this into layman's terms for your actual requirements. ANSWER 4: See section B of the solicitation for the specific ranges for Range Quantities. QUESTION 5: Acceptance: Origin. Is it the Customer's intentions to visit the plant to accept each piece of equipment prior to shipment? ANSWER 5: Acceptance at origin indicates that the Defense Contract Management Agency Quality Assurance Representative will be performing the Government's acceptance at the contractor's facility for those CLINs identified in Section B. QUESTION 6: Page 22 outlines the FAR Clauses incorporated into this supply solicitation. There are two that we have comments on: 52.226-7001 - utilization of Indian organizations. Is this indeed a requirement or was this boilerplate addition to the solicitation? And, 52.219-14 - Limitations on Subcontracting. There are very few (if any) small businesses that perform manufacturing of this magnitude that can cover the 50% requirement. Most small manufacturer are not classified as small businesses. What are your intentions on this requirement for a small business bidding this project who is not a manufacturer? ANSWER 6: The clauses 52.226-7001 and 52.219-14 were required per Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFARS) to be included in the solicitation. This is a total small business set-aside QUESTION 7: Can you provide some additional detail on requirements 3 and 4, shock and vibration resistant under the Environmental requirements section of exhibit B? ANSWER 7: The Government cannot provide additional details beyond what is already included in Exhibit B. QUESTION 8: On the Solicitation View of the contract the following is noted: quote mark NOTE: This solicitation CAN NOT be bid on utilizing the ASFI online bidding capability! Please review the solicitation or contact the contract specialist listed above for an alternate means of bidding this solicitation. quote mark what is the alternate means for bidding the solicitation? ANSWER 8: Please try accessing the website again. The above statement is no longer on ASFI. Please reference page 54 of the solicitation and the ASFI website for guidelines regarding electronic submissions of offers.
