Description
REQUEST FOR INFORMATION (RFI) United States Marine Corps Internally Transportable Vehicle - Replacement (ITV-R) 2014 This notice is a Request for Information (RFI) to obtain market research information from sources capable of satisfying requirements identified herein. Responses from all industry sources are welcome. This market research is for informational purposes only and should not be construed as a commitment of any kind. Responses to this RFI cannot be accepted by the Marine Corps to form a contract. Responders will not be reimbursed for any information received and are encouraged not to provide proprietary data or business sensitive information as any information received may be used by the Government. The Government is primarily focused on seeking suitable commercial and non-developmental items or commercial items that can be easily modified to meet existing Government requirements. The due date for responses to this RFI is 12 December 2014. OVERVIEW/BACKGROUND: The Marine Corps Warfighting Laboratory (MCWL) is seeking performance characteristics of Internally Transportable Vehicles (ITVs) and commercially available All-Terrain Vehicles (ATVs) capable of being internally transported in military aircraft. The purpose of this RFI is to identify candidate vehicles with the desired performance characteristics. MCWL will use the information to define a strategy for further performance evaluation. Based on the information received from this RFI, it is anticipated that a Limited Technical Assessment (LTA), if necessary, will occur in July 2015 as a means of further performance evaluation. However, this RFI is only intended to gather information regarding available performance characteristics that will help define the performance trade space of candidate vehicles. A list of desired performance characteristics is given below. In addition to C-5, C-17 and C-130 aircraft, candidate vehicles must be internally transportable by MV-22 and CV-22 tilt-rotor aircraft, and CH-53E/K aircraft. It is anticipated that some ATV's may meet many of the listed requirements and therefore ATV's are included as possible candidate vehicles for response to this RFI. Although they may not be specifically designed for internal transportation, they will be considered in this trade space to the extent that they meet the desired performance characteristics for internal transportation (and other listed characteristics). Requirements/Vehicle Performance Parameters: Respondents to this RFI are requested to provide information addressing the following list of desired performance characteristics. Respondents are encouraged to report their metrics for each performance characteristic even if they do not meet the target metric. For any metric that the respondent does not know, the respondent should state "unknown" and also state if possible, the expected performance (e.g. "Unknown. Expected performance = __________") •1. Transportability. Target performance: internally transportable by MV-22 and CV-22 tilt-rotor aircraft, and CH-53E/K. Specifically: maximum weight per tire contact point, including payload and one driver ≤ 17.02psi, maximum weight per axle, including payload and one driver ≤ 2,450 lbs, track width ≥ 36 inches, wheel base ≥ 48 inches, total length including tie-down structures ≤ 200 inches, maximum width with 2,000 lbs payload ≤ 60 inches, maximum height in transport mode ≤ 60.2 inches. •2. Weight. Target performance: maximum weight including three vehicle crew members, mission payload, and shoring (if required) = 7800 lbs. •3. Mobility. Target performance: Tractive Effort/Weight (off road) ≥.53. •4. Payload. Target performance: 2000 lbs., which includes 3 vehicle crew members, mission equipment, chow/water, weapons, weapon mounts, and ammunition. •5. Operating Conditions. Target Performance: •a. Capable of operation in geographical areas that include sand, grassland, forest, jungle, urban areas, snow, ice, mountain, and salt water. •b. Capable of operating under conditions of rain, snow, hail, ice, fog, dust, sand, high humidity, and extreme temperatures (-25 f to 125 f without an arctic kit). •c. Capable of full operating performance after prolonged exposure to salt water and salt air as might be experienced in an average 6-month MEU deployment •6. Mission Performance Parameters. Target Performance (at Gross Vehicle Weight): •a. On unimproved and level roads shall be capable of maintaining a smooth, steady crawl speed of 3 miles per hour (mph). On improved and level roads, shall maintain an average speed of 55 mph. •b. Ascending and Descending (on and off road). Target Performance: Negotiate grades up to 40 percent grade at a speed of at least 10 mph. Negotiate a grade of five percent at 45 mph. •c. Side Slope Operation. Target Performance: Operate on side slopes up to 30 percent at 15 mph. •d. Turning. Target Performance: The powered static turning shall not exceed curb-to-curb of 25 feet. •e. Braking. Target Performance: Capable of being decelerated, stopped, held, and controlled when ascending, and descending grades (on and off road) maximum of 60 percent grade. Service brakes shall comply with all applicable Federal Motor Vehicle Safety Standards at the time of production. •f. Fording. Target Performance: The vehicle, without special preparations, shall be capable of fording in salt and fresh water to a depth of 30 inches and will not require any immediate maintenance to continue operation after fording. •g. Towing. Capable of towing 2725 lbs, with tongue weight of 500lbs. •7. Operational Suitability. •a. Fuel Type. Target Performance: Operates and meets performance specifications using standard Kerosene based military fuels (JP5, JP8, and F24). Battery powered/hybrid or other fuel efficient solutions are acceptable if the other performance specifications are met. •b. Transmission Type. Target Performance: Automatic Transmission having both forward and reverse mobility. •c. Personnel Harness Restraints. Target Performance: At least a 4 (four) point personnel harness restraints and rollover protection that meets Federal Motor Vehicle Safety Standards for rollover protection. •d. Tow Points. Target Performance: Possess both front and rear tow points for hasty recovery and towing operations with a USMC tow bar. •e. Obstacle Approach Angle. Target Performance: Not less than 50 degrees. Obstacle Departure Angle. Target Performance: Not less than 45 degrees. •8. Corrosion Control. Target Performance: Designed and treated for corrosion resistance. Corrosion resistance is sufficient to ensure serviceability for CBRN decontamination procedures. •9. Human Systems Integration. Target Performance: Vehicle will be operable by a driver outfitted in any level of MOPP or cold weather clothing to include standard military issue gloves, mittens, and boots. The vehicle will be operable, maintainable, repairable, and supportable by the smallest (5 th percentile female) through the largest (95 th percentile male) personnel. •10. Transporting and Basing. •a. Movement. Target Performance: Vehicle is equipped with restraint provisions and capable of being transported by highway, rail, maritime, and air modes of transportation. •b. Inter-Theatre Movement. Target Performance: Vehicle capable of being transported by: C-5A/B, C-17, and C-130 aircraft; all U.S. Navy amphibious shipping and all U.S Navy landing craft, to included Landing Craft Air Cushioned; all Maritime Prepositioned Forces (MPF) ships and other commercial shipping (roll on roll off). •11. Energy Standardization and Efficiency Needs. •a. Electrical Power. Target Performance: Vehicle shall be compatible with 12/24 (starting) volt DC electrical system with a North Atlantic Treaty Organization compatible slave cable receptacle. •b. Fuel Efficiency. Target Performance: Will have range of 300 miles. •12. Delivery Lead Time. Target Performance: 3 vehicles delivered NLT 30 days ARO. •13. ROM cost. Provide ROM cost for purchase of 3 vehicles. This ROM cost is for planning purposes only and should not be construed as a commitment of any kind.
