- THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small business concerns. ROICC Camp Lejeune is specifically seeking 8(a) Small Businesses, HUBZone Small Businesses, Service Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, Economically Disadvantaged Women Owned Small Businesses or other Small Businesses with current relevant qualifications, experience, personnel, and capabilities to perform the proposed requirement. The work includes, but is not limited to, furnishing all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide personnel services in support of the operation of the Onslow Beach Draw Bridge Span, SBA-129, at the Marine Corps Base, Camp Lejeune, NC. The contractor shall also perform inspection and minor maintenance to the bridge, supporting facilities, and equipment. The Contractor shall provide associated reporting and recording of tasks and events, as well as, general cleaning/housekeeping. The Procurement Method is Contracting by Negotiation FAR Part 15. The North American Industry Classification System (NAICS) Code for this procurement is 488490 and the annual size standard is $7,500,000.00. The contract term will be a base period of 12 months plus four (4) twelve-month option periods. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six (6) months under the Option to Extend Services clause. The contract will replace a contract for similar services awarded in 2012. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. All Small Business concerns are encouraged to respond. The Government will not pay for any information solicited. One of the main functions of this synopsis is to assist the Contracting Officer in determining whether a Small Business concern set-aside is an acceptable strategy for this procurement. The proposed contract listed here is being considered for 100 percent set-aside for Small Business concerns. Interested 8(a) Small Business, HUBZone Small Business, Small Disadvantaged Veteran Owned Small Business, Women Owned small Business, Economically Disadvantaged Women Owned Small Business, or other Small Business concerns should, as early as possible but not later than 5 November 2014, indicate interest in the acquisition by providing to the contracting office a capability statement to include the following: Ability to meet all technical requirements outlined in this notice Active SAM registration DUNS number CAGE code Representations as Small Business Small Business classification for NAICS Code 488490 If a full and open competition is ultimately pursued, responses to this synopsis will be used to aid in establishing small business subcontracting goals. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance, and a price proposal for evaluation by the Government. Notifications of interest must be submitted in writing via email; phone calls will not be accepted. Notifications that do not address all the required information will not be considered. Interested parties should respond as soon as possible but no later than close of business 12 November 2014.
