Description
The following proposed contract action is for a construction IDIQ with the Department of Commerce, National Institute of Standards and Technology (NIST) in Gaithersburg, MD 20899. Notice # 15-00348 Title: Fire Alarm Services NAICS Code: 238210 with a size standard of $15,000,000.00 NIST (National Institute of Standards and Technology) is seeking a capable construction firm to provide the services noted above on the NIST Gaithersburg, MD Campus. This is a Sources Sought ONLY not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. The purpose of this synopsis is to identify organizations with the requisite qualifications to provide the services stated herein. Based on the capability statement's received in response to this Sources Sought Announcement this acquisition may be solicited as a 100% small business set aside. All small business organizations (SB SDB, WOSB, HUBZone, and VOSB and SDVOSB) are encouraged to respond to this notice. The objective of this acquisition is to determine if there are firms in the marketplace who have replaced SIMPLEX Grinnell 4100 series panels with 4100ES series networked panels. NIST operates a proprietary SIMPLEX Grinnell 4100 networked fire alarm system with over 125 (panels) nodes across three fiber optic loops; the new panels will be SIMPLEX Grinnell 4100ES series fire alarm panels. In addition, existing notification devices will be replaced with new synchronized notification devices. Interested, capable construction service contractors (parties) shall submit a capability statement in response to this Sources Sought Notice, including, at a minimum, the following: 1. Over the past 48 months, the firm has replaced at least four networked SIMPLEX Grinnell 4100 series or SIMPLEX Grinnell equivalent fire alarm panels with 4100ES series networked panels under one contract. 2. Provide the name of the owner (not a general contractor) identified in paragraph #1. In addition, provide email address and telephone number. If more than one contract is available for paragraph #1 - list each owner separately. 3. For each contract identified in paragraph #1 - indicate in the affirmative or in the negative if the contract was completed within the contract period of performance. 4. Proof of its CURRENT insurance Experience Modification Rating (EMR) of 1.0 or less from the National Council on Compensation Insurance (NCCI) or its calculating State Agency. An offeror that is a Joint Venture shall demonstrate that the CURRENT EMR of each of its constituent members are 1.0 or less. If not eligible for NCCI rating, then the offeror must explain why and present other proof from their insurance company. 5. All offerors must be registered on SAM located at http://www.sam.gov, additional information on NAICS codes can be found at www.sba.gov. 6. Technical discussion of Contractor ability to perform the type of services described above; 7. Name of Company-include a contact person's name, telephone number, and email address; 8. Company Address; 9. Company Size (please specify as either-Large, Small, Small Disadvantaged, Woman Owned Small Business, Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, 8(a), Hubzone Small Business) or other; 10. Identify whether you are interested in this acquisition as a prime contractor or a subcontractor; 11. Describe projects experience and past performance with similar types of requirements of similar scope and magnitude and whether they were design/bid/build or design/build (with contract number, Government agency or private company, name and address and contract funded amount, provide a list of design criteria for the project(s), number or RFIs and change orders issued on the construction contract based on construction documents.) 12. Identify existing or potential pricing structure in support of this type of work by subcontractors; list subcontractors and technical qualifications being supplied to the prime contractor. 13. Identify qualifications of technical and management personnel; and 14. Identify and clearly mark any proprietary processes or data. NOTE: The total number of pages to reply to this source sought shall not exceed 20 pages and shall be submitted via the FBO.gov bid module. No other submissions will be considered. No emailed or faxed capabilities statements will be accepted. NOTE: All vendors need to be registered in SAM to be eligible for contract award. www.sam.gov Once the results of this market research are obtained and analyzed for NIST's minimum requirements, NIST may solicit a competitive procurement and subsequently award an IDIQ contract.
