- The Mission and Installation Contracting - Presidio of Monterey has a requirement for Defense Language Proficiency Test (DLPT) quote mark lower range quote mark test items. The Contractor shall develop 1,800 DLPT5 test items that conform to DLPT item development specifications and cover multiple Interagency Language Roundtable language proficiency (ILR) levels in ten (10) languages during the base period, and 1,600 items in seven (7) languages during option period 1. The 10 languages for the base period are (1) Arabic-Egyptian, (2) Arabic-Sudanese, (3) Croatian, (4) Hausa, (5) Hebrew, (6) Japanese, (7) Korean, (8) Serbian, (9) Somali, and (10) Turkish. The seven languages for the option period are (1) Armenian, (2) Chinese Mandarin, (3) Javanese, (4) Korean, (5) Portuguese (Brazilian and European), (6) Russian, and (7) Thai. Solicitation number W9124N-14-R-0029 will be available on or about 25 November 2014. The technical proposal will consist of, but is not limited to the following: Project execution strategy Quality Control Plan Test Item Development Team Training and Management Plan Past Experience Please see the solicitation for complete performance work statement, instructions to offerors, and evaluation criteria. Additional information about this solicitation will not be provided prior to issuance of the solicitation. Proposals are due Friday, 26 December 2014 at 3:00 pm (PST). This acquisition is for full & open competition. The North American Industry Classification System (NAICS) code for this project is 611710 with a size standard of $15,000,000.00. Performance period is 1 February 2015 - 31 January 2016. The contract will be a single award, Firm-Fixed-Price type contract. Solicitation number W9124N-14-R-0029 will be available on or about 25 November 2014 on the Federal Business Opportunities (FBO) website (http://www.fbo.gov) and the Army Single Face to Industry (AFSI) website (https://acquisition.army.mil/asfi/). No paper copies of the solicitation will be furnished. Prospective contractors must be registered in the System for Award Management (SAM), prior to award of a government contract.
