- The Army Contracting Command-Aberdeen Proving Ground, Fort Huachuca intends to award a sole-source bridge contract under the authority of 10 U.S.C. 2304(c)(1), Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A), quote mark Only one responsible source and no other supplies or services will satisfy agency requirements quote mark. This sole source contract will be awarded to Trowbridge and Trowbridge; 1945 Old Gallows Road, Vienna, VA 22182. The requirement is for existing non-personal services for technically qualified personnel to perform administration; management; supervision; provide materials, parts, supplies, tools, and equipment other than Government-furnished Property (GFP); provide vehicles for operation and maintenance (O&M ) information systems and infrastructure at Fort Carson, Co. The bridge contract will be put in place to provide services while the acquisition follow-on under W91RUS-13-R-0004 is completed for the IMCS-III Program. The bridge will consist of a eight month base period with a period of performance 1 January 2015 through 31 August 2015. FAR Clause 52.217-8, Option to Extend Services, will be included in the contract. The NAICS code is 517110 quote mark Wired Telecommunications Carriers quote mark, with a corresponding size standard of 1500 employees. This Notice of Intent to award a Sole Source Contract is not a request for competitive proposals. No solicitation document or Request for Proposals (RFP) will be issued. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. All information received from this notice shall be used for planning and market research purposes only. The determination to refrain from competing proposed contracts based on responses to this notice is solely within the discretion of the Government. The Government will not pay for the preparation of any information submitted or use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the evaluation of the information received. Interested parties may express interest and provide a capability statement no later than 27 November 2014, 12:00 Noon. (1200 hours), Arizona Time (Arizona does not observe Daylight Savings Time).
