- The Philadelphia Division, Contracting Department of NAVSUP Fleet Logistics Center Norfolk intends to solicit and negotiate a sole source Purchase Order with only one source, Sport and Health Clubs, L.C. (S and H), for gym memberships for the Deputy Under Secretary of the Navy Policy DUSN (P). The Deputy Secretary of Defense has placed an increased emphasis on employee wellness throughout the Defense Department. To support this emphasis, DUSN (P) established a Physical Fitness Health Program on 15 October 2014. Establishing this program improves organizational effectiveness, enhancing work-life balance and creating a high performance organization. This program was established to promote and maintain physical and mental fitness of employees in accordance with Title 5, Government Organization and Employees. The DUSN (P) office currently has a requirement for a sport and health facility that will provide personnel working within DUSN (P), who establish membership, a fitness center that can provide a variety of services to accommodate all levels of exercise programs and capabilities. The contractor shall provide a fitness center that comprises of the following: Exercise equipment, Weight room, Pool Access, Aerobics and various exercise classes, Tennis courts, Racquetball courts, Saunas, Steam rooms, and Shower facilities. Employees shall have access to the facility before, during, and after work to accommodate flexible work schedules. The facility shall be accessible to employees who utilize public transportation to and from work to encourage employee participation in the program. The NAICS code is 713940. The FSC code is G003. S and H is uniquely equipped to deliver the services needed. The S and H Crystal Gateway location is the only location positioned within close proximity and within walking distance to the DUSN (P) office. This S and H location is the only location that can accommodate the work schedules for employees who utilize public transportation to commute to and from work and allows them to have access before, during, and after work hours. S and H is the only responsible source and no other supply or service can satisfy agency requirements. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. To challenge this sole source synopsis, vendors shall submit capability information by close of business 14 November 2014 to Danielle Udinson via email at danielle.udinson@navy.mil. A determination by the Government not to compete the requirement is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for the information received in response to this notice.
