- THIS IS A SOURCES SOUGHT NOTICE ONLY (not a Presoliciation Notice Pursuant to FAR part 5) for planning purposes. The 127 Wing, Contracting Office, Selfridge Air National Guard Base (SANG) Michigan is issuing this notice to determine if there is an adequate number of qualified, interested small business concerns capable of performance on a Construction Indefinite Delivery-Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for maintenance, repair, construction and design-build services. Typical work includes, but is not be limited to: interior and exterior renovations, heating and air-conditioning, HVAC controls, plumbing, fire suppression, interior and exterior electrical and lighting, fire and intrusion alarms, communications, limited utilities, site-work, landscaping, fencing, masonry, roofing, concrete, asphalt paving, storm drainage, limited environmental remediation, construction of new facilities, surveys, studies, design-build and other related work. All will be in accordance with individual task order requirements, specifications and drawings provided with each project or master specifications. Prospective contractors must be able to respond within 120 minutes (2 hours) in response to emergencies via the main office or a staffed satellite office. The government anticipates award of a maximum of nine (9) individual MATOC contracts, providing sufficient qualified contractors to present offers. The total contract period, to include options, shall not exceed five (5) calendar years. Delivery Orders will range from $2,000.00 to $10,000,000.00. The total of individual task orders placed against this contract shall not exceed $20,000,000.00 to any one contractor. If there are sufficient Qualified SBA Section 8(a) Small Businesses, they will be identified and resulting task orders within the 8(a) reserve (currently $350,000.00) will be set-aside for exclusive participation by these 8(a) MATOC contract awardees. The North American Industry Classification System (NAICS) code for this work is 236220 and 237990. The small business size standard is $36.5 million average annual revenue for the previous three years. Facilities are primarily located at 127 Wing, Air National Guard facilities Selfridge Michigan; however, work may be required at other Michigan National Guard as well as various federal facilities throughout the State of Michigan. In accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement. Small Business concerns who believe they can responsibly perform this requirement should complete and submit the attached Sources Sought Information Request Form to the Contract Specialist no later than 5 December 2014. The information will be used to conduct market research to identify qualified, experienced, and interested potential sources and commercial practices in support of the government's requirements.
