- CRITICAL UPDATE: ADDED TO THIS SYNOPSIS 12 NOV 2014. Below are the following changes and additions: 1. The site visit scheduled for 9 Dec 2014 has been cancelled. The new site visit date is quote mark To Be Determined (TBD) quote mark. 2. The Solicitation issue date of 21 November 2014 will not happen. The new date is quote mark To Be Determined (TBD) quote mark. 3. The Vetting information submission date of 7 Nov 2014, 1600 Central Time is FINAL. The date will not be extended. The vetting information received as of 7 Nov 2014, 1600 Central Time will still be valid for the future site visit. All vetting information will be verified three (3) weeks prior to the site visit and personnel that DO NOT CLEAR the vetting requirements will be notified at that time. The site visits scheduled for 18 Nov 2014 has been cancelled. The new site visit date is 9 Dec 2014, Tuesday (revised). The site visit will still be from 0830 through 1600 in Falfurrias, Texas. All personnel attending the site visit will meet at Falfurrias Border Patrol Station in Falfurrias, Texas prior to going to the Checkpoint site. All personnel are required to wear an orange or yellow Reflective Vest, for the Site Visit. Personel still must be vetted as the previous Amendments stated. The date to provide your information to be vetted has been extended to 7 Nov 2014 by 1600 Central Time, for the Corp Of Engineers-Galveston, Texas to receive your required information. The vetting information, per the previous Amendments is to be sent to Richard Bowles and Bertram Scott. There will be only one site visit. 2. The Solicitation issue date has been revised from on or about 28 October 2014 to on or about 21 November 2014 (revised). Once this Solicitation is issued you will have 45 days to submit your proposal (the actual date will be in the Solicitation). Response date is targeted for 7 January 2015 @ 2:00 PM Central Time (revised from 15 December 2014) @ 2:00 PM Central Time). CRITICAL: ADDED TO THIS SYNOPSIS 6 Oct 2014. Below are the following changes and additions: 1. The site visits scheduled for 21 and 23 Oct 2014 have been cancelled. The new site visit date is 18 Nov 2014, Tuesday (revised). The site visit will still be from 0830 through 1600 in Falfurrias, Texas. All personnel attending the site visit will meet at Falfurrias Border Patrol Station in Falfurrias, Texas prior to going to the Checkpoint site. Personel still must be vetted as the previous Amendment to this synopsis stated with 1600 CST on 9 October 2014 still being the last day for the Corp Of Engineers-Galveston, Texas to receive your required information. There will be only one site visit. 2. The Solicitation issue date has been revised from on or about 14 October 2014 to on or about 28 October 2014 (revised). Once this Solicitation is issued you will have 45 days (revised) instead of 60 days to submit your proposal (the actual date will be in the Solicitation). Response date is targeted for 12 December 2014 @ 2:00 PM Central Time (revised from 15 December 2014) @ 2:00 PM Central Time). 3. NOTE: Information regarding Falfurrias Checkpoint borrow sites: quote mark Borrow material (fill material) may be available through King Ranch, Rachel Foundation, or other land owners in the area. Contractor is responsible for acquiring borrow material as needed in accordance to contract requirements. quote mark CRITICAL: ADDED TO THE SYNOPSIS 22 Sep 2014: Due to the project complexity and site restrictions, it is highly recommended that all contractors interested in submitting a proposal attend a site visit. NOTE: The site visit scheduled for 3 October 2014 has been cancelled. Site visits will be conducted on 21 and 23 October 2014 (revised) starting at 0830 through 1600 in Falfurrias, Texas. All personnel attending the site visit will meet at Falfurrias Border Patrol Station in Falfurrias, Texas prior to going to the Checkpoint site. Do to the sensitive operational requirements, all personnel will have to be vetted (background checks) prior to the site visit. AT NO TIME WILL CONTRACTORS BE ALLOWED TO VISIT THE SITE OUTSIDE THE PRE-DETERMINED SITE VISIT TIME, THIS IS A 24/7 U.S. BORDER PATROL PROTECTION OPERATIONAL CHECKPOINT AND ANY UNATHORIZED PERSONNEL WILL BE ESCORTED OFF SITE WITH THE POSSIBLITY OF DETAINMENT. Photos will be allowed with certain restrictions that will be covered during the site visit. Following vetting information is required for all personnel attending the site visit (Note: this is a U.S. Department of Homeland Security facility and uses different vetting requirements outside of U.S. Department of Defense): -FULL NAME -DATE OF BIRTH -LAST FOUR SOCIAL SECURITY NUMBER -HOME ADDRESS -DRIVERS LICENSE NUMBER AND STATE OF ISSUE Personnel not vetted will not be allowed on the site, all personnel that do not passed the vetting process will not be allowed on the site. All vetting information shall be emailed to Richard Bowles (richard.l.bowles@usace.army.mil) and Bertram Scott (bertram.r.scott@usace.army.mil) by 1600 CST on 9 October 2014 (revised date). The U.S. Army Corps of Engineers, Galveston District Office requires a contract in which the contractor shall provide labor, equipment and materials to incorporate a new Falfurrias Checkpoint design for a 1.4 mile site to include demolition of existing checkpoint without operational interruption. This new checkpoint will consist of the following: 8 primary inspection lanes (4 non-commercial/ 4 commercial) with full canopy, 16 secondary inspection lanes (8 non-commercial/ 8 commercial) with full canopy, administration/ processing building, secondary evidence storage building with loading dock, vehicle lift area, 10 short stay kennels, 150 foot antenna, 3,900 square foot impound lot, 34 parking spaces, 12K combined regular/ diesel fueling system, water well system, and septic system with an estimated construction cost between $20M to $25M. This new project will be phased not to exceed 500 calendar day duration. There will be no Options. This new design places an emphasis on maintaining traffic operations while accomplishing mission essential operations related to national security. This synopsis is not an obligation of the Government and all information sent in is voluntary. The Solicitation will be a Firm-Fixed Price contract. This is an Total Small Business Set-Aside procurement. The Solicitation will be issued on or about 14 October 2014 (revised). Once this Solicitation is issued you will have 60 days to submit your proposal (actual submission date will be in the Solicitation).
