REQUEST FOR INFORMATION (RFI) FOR: DAGR DISTRIBUTED DEVICE (D3) - ENGINEERING AND TECHNICAL SUPPORT THIS IS A REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT ANNOUNCEMENT (SSA) ONLY. THIS REQUEST IS FOR PLANNING PURPOSES, AND SHALL NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT, INVITATION FOR BIDS, REQUEST FOR PROPOSALS, QUOTES OR AN INDICATION THAT THE GOVERNMENT WILL CONTRACT FOR THE ITEMS CONTAINED IN THIS NOTICE. AFTER REVIEWING THE DESCRIPTION OF REQUIREMENTS CURRENTLY POSTED TO FEDBIZOPS, INTERESTED CAPABLE CONTRACTORS ARE INVITED TO PROVIDE RESPONSES TO THE FOLLOWING SOURCE SOUGHT REQUEST FOR INFORMATION. THE GOVERNMENT WILL NOT REIMBURSE RESPONDENTS FOR ANY COST ASSOCIATED WITH THE SUBMISSSION OF THE INFORMATION BEING REQUESTED OR REIMBURSE EXPENSES INCURRED TO THE INTERESTED PARTIES FOR REPONSES. Responses to this Source Sought are due by 1600 EST (APG, MD) 01 December 2015. Please submit all RFIs to Nicholas Granata Jr., Contract Specialist, Nicholas.granata.civ@mail.mil. Subject line must read RFI W56KGY-15-R-D300 quote mark Company Name quote mark. Additionally, your response will be treated only as information for the Government to consider. As previously stated respondents will not be entitled to payment for direct or indirect costs that are incurred in responding to this RFI. Furthermore, this request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the Army in developing its acquisition strategy, Statement of Work/Performance Work Statements and/or Statement of Objectives. Interested parties are responsible to adequately mark proprietary, restricted or competition sensitive information contained in their response accordingly. Synopsis: The purpose of this RFI is to identify potential sources capable of upgrading the DAGR Distributed Device also known as the D3 (NSN 5825-01-621-9787). The D3 is a secure military GPS receiver that distributes positioning, navigation, and timing data to multiple client systems concurrently. The D3 currently hosts the Ground-Based GPS Receiver Application Module (GB-GRAM) with Selective Availability Anti-Spoof Module (SAASM) technology to access the secure Precise Positioning Service (PPS) GPS signal. The Government wishes to upgrade the D3 so that it can host any of the multiple prototype Military GPS User Equipment (MGUE) GPS receiver cards that are being developed for the Air Force. D3 upgrades will facilitate an Air Force test and evaluation of candidate MGUE cards. Testing is currently scheduled to begin in the second quarter of FY15. D3 software upgrades will be required to incorporate new MGUE interface functionality and these modifications will require access to D3 internal firmware and software. D3 hardware upgrades may be required to incorporate the receiver cards. The D3 was procured as NDI, and the Government does not own any technical data for the D3 software or hardware. This effort does not include D3 production. The Government is solely looking for the capabilities of industry to upgrade the existing D3 product. Requested Information: Vendors are invited to respond to the above described requirements. Vendor's responses are limited to ten (10) pages and should include: 1)Description of past performance regarding integration of the military GPS receivers with established products. 2)Approach for providing integration of the MGUE prototypes into the D3. 3)Projected availability for production representative sample(s). 4)Name, telephone number, fax number, street address and e-mail address for Program, Technical and Cost POC information.
