- PURPOSE OF THIS MODIFICATION: The purpose of this modification is to add Attachment 3 (Kansas Wage Determination) and change the Bid closing date from 2:00 pm (CST) 21 November 2014 to 2:00 pm(CST), 24 Novemebr 2014. The Mission and Installation Contracting Office -Fort Riley (MICC-Riley), Kansas has a requirement for Non-Standard Weapons Training in support of the 1st Infantry Division, Fort Riley, Kansas. The Contractor shall provide all personnel, equipment, tools, weapons, ammunition, instructors, supervision, and other items and services necessary to provide education and training on the safe use of non-standard weapons systems and associated ammunition for soldiers deploying in support of pending AFRICOM missions. Develop and train a non-standard weapons familiarization course that addresses 3 specified weapons systems and develop and train a non-standard weapons course that certifies select Soldiers as non-standard weapons instructors on 7 specified weapons systems. See Section 5 for specific weapons requirements. This Performance Work Statement (PWS) establishes the requirements for Contractor provided materials and services supporting Regionally Aligned Forces (RAF) training programs for Fort Riley KS, Fort Bliss, TX, and Fort Stewart GA. See Section 5 of this PWS for specific tasks. This procurement is solicited as one hundred percent (100%) small business set-aside. MICC-Riley will issue a Firm Fixed Price Requirements Contract as a result of of this solicitation. This Invitation for Bid (IFB), W911RX-15-B-0004, Non-Standard Weapons Training Services, is open to all eligible small business vendors under NAICS Code 611699. Industry question (s) submission period is 7 November 2014 through 20 November 2014. Industry questions received after 20 November 2014 may not be accepted. An IFB bid opening will occur on 21 November 2014 @ 2:00 pm (CST). All bids received as per these instructions will be opened at that time. Any bids received after bid opening is initiated will be considered late and processed in accordance with FAR 52.214-7. See Section L of the solicitation for complete details. Potential Bidders are responsible for monitoring this site for release of any amendments of this IFB package. All bidders shall be registered with the System for Award Management Registration per FAR Clause 52.204-7 and 52.204-8. No paper copies of the solicitation will be mailed and telephone requests will not be honored.
