Description
The National Guard Bureau (NGB) Operational Contracting Office intends to issue a non-commercial solicitation on/about 14 November 2014 for F-16 Weapons Systems Support Training Services performed at Lackland (Kelly) AFB, TX, 149th Fighter Wing and Tucson ANG, AZ, 162nd Fighter Wing. This will be a quote mark Small Business Set-Aside quote mark Competition posted on FedBizOpps. The Government will award a single Firm Fixed Price contract with a period of performance of a base period and three 12-month option periods. THE GOVERNMENT WILL NOT ACCEPT ANY PHONE CALLS, EMAILS, OR ANSWER QUESTIONS PRIOR TO THE ISSUANCE OF THE SOLICITATION. The solicitation will be posted under NAICS Code: 611 - Education Services/611512 - Flight Training. Please note that the Government is seeking highly skilled and experienced contractors, in possession of the required resources to successfully complete the PWS requirements. Therefore, offerors without the skills and experience need not apply. No partial proposals will be accepted. This will be a Firm-Fixed Price contract. Evaluation criteria will be based on BEST VALUE. SCOPE OF WORK: This is a requirement for non-personal services to provide F-16 Weapons Systems Support Training at two locations; Lackland (Kelly) AFB, TX, 149th Fighter Wing and Tucson ANG, AZ, 162nd Fighter Wing. The Contractor shall provide F-16 simulator training. Contract Instructor/Subject Matter Expert (CI/SME) personnel shall conduct training in accordance with approved syllabi classroom academics, aircrew training device (ATD) instructions, to include briefing and debriefing of PFT training device missions and provide ATD operations for all aircrews. Courseware personnel and CI/SME shall develop, produce, update and revise all courseware materials affected by aircraft hardware improvements and Operational Flight Profiles (OFP); tactics; local rules; training survey feedback, flight information publications, technical information publications, technical orders or safety publications changes. Student courseware materials shall include, but are not limited to, Lessons (integrated instructor guides, lesson plans, presentation media, and workbooks), mission guides, grade sheets and tests. The Government will provide facilities and other Government Furnished Equipment (GFE) as will be identified in the RFP. The Contractor shall perform to the standards in the Performance Work Statement (PWS). Questions and Answers as of 12 Nov 2014: PRE-SOLICITATION NOTICE: W9133L-15-R-0010 F-16 WSST QUESTIONS AND ANSWERS Question 1. Is the scope of the work just a Simulator SME position (CI/SME) or also Courseware Personnel? My understanding is the former and that the CI/SME works with the existing Courseware Personnel to modify courseware,etc. Answer 1. The scope includes Simulator/Academic instructors, CWD and training support. Question 2.Do you have a rough number of how many CI/SMEs you are looking at for each location? Answer 2. Contractor shall evaluate the scope of work and determine sufficient staffing to meet th mission requirement. Question 3: For planning purposes, can you please let us know if you believe there will be an RFP for W9133L-15-R-0010 released on 14 Nov?
