REQUEST FOR INFORMATION National Heart, Lung, and Blood Institute of the National Institutes of Health Handyman Services 1.0 DESCRIPTION 1.1 The National Heart, Lung, and Blood Institute (NHLBI) is seeking information on how an interested contractor could provide general handyman services in support of NIH staff throughout various research laboratory and office spaces on the main NIH Campus in Bethesda, Maryland, and other NIH facilities as occupied by NIH personnel or in support of the NIH mission. The purpose of this effort is to provide general handyman services for everyday minor tasks that are generally considered ‘carpentry' in nature and do not involve alteration of building infrastructure or utilities. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the NHLBI is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Information may be submitted regarding all aspects of the Statement of Work (SOW), including feedback concerning any areas of support that may be missing or inadequately defined, the structuring of tasks, pricing models, suggestions for handling support of this type, or ways the Government can improve the acquisition of these services. It is anticipated that this may result in one Indefinite Quantity Indefinite Delivery (IDIQ) award under which Time and Material and Firm Fixed Price orders may be placed. Your response to this RFI will assist the Government in project planning. 2.0 BACKGROUND The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), frequently requires general handyman services to perform a wide variety of tasks within various NIH research laboratory and office spaces. NHLBI has recognized a need to better support the mission of NHLBI by completing these tasks more expeditiously and efficiently. 3.0 PURPOSE AND OBJECTIVES The NHLBI requires general handyman services in support of NIH staff throughout various research laboratory and office spaces on the main NIH Campus in Bethesda, Maryland, and other NIH facilities as occupied by NIH personnel or in support of the NIH mission. The purpose of this contract is to provide general handyman services for everyday minor tasks that are generally considered ‘carpentry' in nature and do not involve alteration of building infrastructure or utilities. Typical tasks covered under this contract generally include the repair, fabrication, reconfiguration and relocation of casework items and furniture to improve aesthetics and/or functionality. Typical tasks will not include any mechanical, electrical or plumbing work. 4.0 TASKS TO BE PERFORMED The contractor shall provide services such as, but not limited to: - Modification of existing metal laboratory casework including various bench-top materials using primarily existing and/or salvaged materials. Occasionally, some supplemental casework accessories and/or bench-top materials will have to be ordered by the contractor to complete the task. - Total estimated annual man hours dedicated to this type of task = 140 hours/year - Modification of existing wood millwork including various countertop materials using primarily existing and/or salvaged materials. Occasionally, some supplemental millwork accessories and/or countertop materials will have to be ordered by the contractor to complete the task. - Total estimated annual man hours dedicated to this type of task = 180 hours/year - Disassembly, relocation, modification, and reassembly of existing or new office system furniture. Occasionally, some supplemental furniture accessories will have to be ordered by the contractor to complete the task. - Total estimated annual man hours dedicated to this type of task = 180 hours/year - Modification of existing shelving configurations in labs and offices. Occasionally some supplemental shelving materials and/or accessories will have to be ordered by the contractor to complete the task. - Total estimated annual man hours dedicated to this type of task = 100 hours/year - Installation of various window treatments. - Total estimated annual man hours dedicated to this type of task = 32 hours/year - Installation of acoustical treatments. - Total estimated annual man hours dedicated to this type of task = 32 hours/year - Repair suspended and drywall ceilings. - Total estimated annual man hours dedicated to this type of task = 32 hours/year - Patching and painting of walls and ceilings. - Total estimated annual man hours dedicated to this type of task = 140 hours/year - Repair and installation of various finish flooring materials. - Total estimated annual man hours dedicated to this type of task = 120 hours/year - Installation and adjustment of doors & door hardware. - Total estimated annual man hours dedicated to this type of task = 32 hours/year - Installation of non-structural interior partition walls. - Total estimated annual man hours dedicated to this type of task = 40 hours/year - Wall mounting of various items such as large format televisions, computer monitors, projection screens, picture frames, artwork, whiteboards, tack boards, coat hooks, cylinder restraints and room signage. - Total estimated annual man hours dedicated to this type of task = 80 hours/year - Careful relocation of heavy/large laboratory equipment from one location to another. Some equipment may be delicate or fragile in nature. Proper safeguarding of equipment will be required. - Total estimated annual man hours dedicated to this type of task = 40 hours/year - Relocation of surplus items and equipment to government owned or leased storage facilities on and off campus. Travel distance to storage facilities will typically be less than (40) miles. - Total estimated annual man hours dedicated to this type of task = 40 hours/year Prior to award of individual task orders, the contractor will attend onsite project orientation walkthroughs as necessary to become familiar with the task. After award of individual task orders, the contractor will also attend project planning meetings as required for coordination and scheduling purposes. Unless indicated otherwise, the contractor is expected to furnish all required tools and hardware necessary to complete tasks. No special security clearances will be required for contractors. Contractors will have to complete Joint Commission Training annually. Contractors must follow the Fire Protection and Life Safety Building Permit Process. Contractors must follow the Clinical Center Policy on Construction Risk Management. Contractors must follow all Interim Life (Fire) Safety Measures. The information provided in the RFI is subject to change and is not binding on the Government. The NHLBI has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
