- (AO-SAR) Alternate Offer & Source Approval Request Guidance 1. ACTION CODE: Pre-Solicitation 2. CLASSIFICATION CODE: 59 3. PRIMARY POINT OF CONTACT: Matthew Stein 4. SOLICITATION NUMBER: SPE7LX14R0216 5. DESCRIPTION: Electronic Part The subject requirement is for the acquisition of six (6) NSNs. The major FSC of this requirement is: 5985. The Government is pursuing a long-term, Indefinite Quantity Contract with firm fixed price for the duration of three (3) base years plus two (2) option years for a potential total of five (5) years, that will provide DLA Direct (Stocked) replenishment coverage in support of military depots. Increments and delivery schedule will be noted on the RFP. Bureau of Labor Statistics (BLS) Index ‐ based on weighted average of the following index. PPI Code: 1176‐03 (Other Communications and Related Equipment Including Broadcast and Wireless) Unrestricted Other than Full & Open Competition applies. FOB Origin (First Destination Transportation applies) and Inspection at Destination is requested. This solicitation will be available on the Internet at https://www.dibbs.bsm.dla.mil/rfp on the issue date of 11/28/14. Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. Military and commercial specifications cannot be provided by DLA Land and Maritime. Hard copies are not available. There are no technical drawings/bid sets available. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and any other factors as listed in the solicitation. All offers shall be in the English language and in US dollars. All interested suppliers may submit an offer that meets the requirements of the solicitation. The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application.
