Description
1. Introduction/Purpose Federal Aviation Administration (FAA), Aeronautical Navigational Products (AeroNav) and Aeronautical Information Management (AIM), Aeronautical Information Services provide services to ensure the standard development, evaluation, and certification of airspace systems, aeronautical data/products, and equipment for customers worldwide. FAA ™s AeroNav Products designs and develops Instrument Flight Procedures (IFP ™s), publishes aeronautical charts and digital products for air carrier and general aviation pilots for use throughout the United States and around the world. AIM manages aeronautical data in support of the 56-day aeronautical data subscription, National Flight Data Digest (NFDD) and the Federal Notice to Airmen (NOTAM) System. The FAA has a requirement for coding and engineering services to support the Coded Instrument Flight Procedures (CIFP) requirements and aeronautical data collection and data input services for Departure Procedures (DP), Standard Terminal Arrivals (STARS), and Instrument Approach Procedures (IAPs). Also the contractor will be required to manage and update existing information. 2. Nature of Competition The acquisition strategy for this procurement has not been determined at this time. The results of this market survey will determine the final acquisition strategy. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. 3. Notice to Interested Parties (a) This is not a Screening Information Request or Request for Proposals of any kind; (b) The FAA is not seeking or accepting unsolicited proposals; (c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and (d) Any costs associated with the market survey submittal is solely at the interested vendor ™s expense 4. North American Industry Classification System (NAICS) Code The NAICS code for this requirement is 541511 “ Custom Computer Programming Services with a Small Business Size Standard of $25.5 mil. 5. Submittal Requirements for Market Survey Interested companies must submit the following: (a) Capability Statement: Submit a summary of your firm ™s capability in meeting the FAA ™s requirement as described in the attached Draft PWS. Please include the following: (i) Technical approach, (ii) Corporate experience with this type of work, (iii) Size and type of services provided by previous contracts (elaborate and provide detailed information and past performance), (iv) If your firm cannot demonstrate capability in meeting any task area, provide a plan for doing so, (v) Number of years in business, (vi) Anticipated teaming or sub-contractor agreements. (b) Business Declaration: Please complete the attached form (c) Rough Order of Magnitude (ROM) Estimate 6. Delivery of Submittals Interested companies must submit their response to this market survey to the address listed below or electronically to the Contracting Officer at terry.wilson@faa.gov by no later than 3 PM (CST) on December 16, 2014. All questions regarding this market survey must be submitted via email to the Contracting Officer. No telephone calls will be accepted.
