- Draft DRC Depot Support Contract Data Requirement List (CDRL) Draft DRC Depot Support Performance Work Statement (PWS) This pre-solicitation notice follows the Notice of Contract Action (NOCA), solicitation # FA8730-15-R-0006_DRC_Depot_ Support, posted on 29 October 2014. This posting contains a draft Performance Work Statement (PWS) and a draft Contract Data Requirement List (CDRL) for review and commentary if neccesary. The NOCA posting of 29 October 2014 is re-capped below: Notice of Contract Action (NOCA) Total Set Aside for Service Disabled Veteran Owned Small Business Notice of Contract Action (NOCA) - Dynamic Retasking Capability (DRC) Depot/Information Assurance (IA) Support Battle Space Communication Branch (HBDC), Theater Battle Control Division (HBD), Battle Management Directorate, Air Force Life Cycle Management Center (AFLCMC) Hanscom AFB, MA intends to award a competitive contract providing Depot Support to Dynamic Retasking Capability (DRC) systems. This competitive action will be a total set aside for Service Disabled Veteran Owned Small Business. The DRC system provides a Roll on / Roll off (RORO) Line of Sight (LOS) and Beyond Line of Sight (BLOS) communication capability. The contractor will provide CONUS based depot level support for CONUS/OCONUS based DRC assets to include help desk, repair, spares acquisition, spares management, warehousing services and information assurance. The DRC system of equipment and interface software allows MAF aircraft to become part of the tactical data network (TDN). The system allows the aircraft and aircrew to interface within a local TDN while simultaneously extending the network connectivity to BLOS locations. Use of the DRC system enhances mission effectiveness and improves force protection. The DRC system provides aircrews with in flight enhanced situational awareness, increased threat awareness, and dynamic re-tasking of air-land and airdrop missions. The DRC system was developed by Northrop Grumman. DRC contains government furnished equipment (GFE), commercial off the shelf (COTS) hardware and software, and Northrop Grumman developed integration and message processing software for which the Government has restricted rights for certain non-severable computer software configuration items (CSCIs). DRC Application suite software will be provided without source code. This NOCA does not constitute an Invitation for Bids (IFB) or a Request for Proposals (RFP) nor does its issuance restrict the Government as to its ultimate acquisition approach; the Government will not reimburse firms for any costs associated with preparing or submitting a response to this notice.
