- This is a Sources Sought (SS)/Request for Information (RFI) in accordance with FAR 15.201(e). The government does not intend to award a contract on the basis of this request, as such, neither unsolicited proposals nor offers of any kind will be considered in response to this SS/RFI and there will be no contract award resulting from responses to this notice, nor reimbursement for any costs associated with providing information in response to this request. This SS/RFI request is being placed under the General Services Administration (GSA) Advantage and Federal Business Opportunities (FedBizOpps) web sites via the internet. The Department of Veteran Affairs, Strategic Acquisition Center (SAC) is issuing this RFI as a means of conducting market research to identify qualified contractors with the capability and resources to meet the Veteran Health Administration's (VHA) requirement to provide Electronic Thermometers, Oral/Rectal Probes and Covers to VHA Medical Facilities and Centers nationally. This will enable standardization across all Veteran Affairs Medical Centers around the country. The purpose of this SS is to gain knowledge of potentially qualified manufacturers, producers, distributors, their size classifications, and capability/ability for providing Electronic Thermometers, Oral and Rectal Probes and Covers as a commodity. The result of this market research will contribute to determining the method of procurement. Based on the information gathered from this RFI, a determination by the Contracting Officer will be made to issue a solicitation and the applicable North American Industry Classification System (NAICS) code. At this time the suggested NAICS codes(s) assigned to this procurement is 339112. DESCRIPTION OF WORK: Provide and deliver Electronic Thermometers, Oral and Rectal Probes and Covers to VHA Medical Facilities and Centers located in the United States, Alaska, Hawaii, Puerto Rico, Philippines, and Guam. The VHA National Standardization Program identified "Electronic Thermometers, Oral and Rectal Probes and Covers" as a candidate items for standardization. The purpose of standardization is to obtain uniform, quality products, at the best prices possible. The standardization initiative is in accordance with VHA Handbook 1761.2 and VHA Handbook 1761.1. EQUIPMENT IDENTIFICATION/DELIVERY: Each vendor must be able to comply with the Minimum Technical Requirements (MTR) and deliver the Electronic Thermometers, Oral and Rectal Probes and Covers listed. The VA is interested in finding out if interested vendors can provide the following performance standards as required: SEE NEXT PAGE for MINIMUM TECHNICAL REQUIREMENTS AND INTENDED USE Minimum Technical Requirements and intended Use Statement for Thermometers, Electronic, Oral: A Thermometer, Electronic Oral is an electronic sensor to record body temperature through the mouth. Thermometers, Electronic, Oral includes Probe, Probe Well, Wall Mount, Calibration Tool, and Probe Covers MTR #Minimum Technical Requirements (MTR) 1Thermometer system will have an only one outlet for an interchangeable probe with a storage device to house the probe when not in use. 2Oral thermometer shall have a blue probe. 3Thermometer shall have a holder for wall mounting. 4Thermometer is able to measure temperatures from 86 degrees to 109 degrees Fahrenheit and 30 degrees to 43 degrees Celsius. 5Shall meet the American Standard for Testing and Materials (ASTM) E 1112-00 (2011) standard or standard equivalent for maximum error allowed as a function of temperature for electronic thermometers. 6Recall time for the thermometer for successive temperatures shall be 30 seconds or less. 7Thermometer shall have ability to detect a defective probe. 8Thermometer shall have the ability to display a low battery indicator. 9Instructions for cleaning the thermometer unit shall be included in product literature. 10Thermometer battery shall last for a minimum of 5000 readings. 11Instructions of when to reconfigure and instructions for reconfiguration (calibration) shall be included in the product literature. 12The battery replacement type shall be specified on the thermometer unit. 13The Thermometer System shall have an audible and visual indication of electronic or mechanical failure. 14Shall have storage housing for the probe covers on the Thermometer System. 15The oral probes shall be coiled with extension capability to a minimum of 4 feet. Thermometers, Electronic, Oral includes Probe, Probe Well, Wall Mount, Calibration Tool, and Probe Covers (Continued) MTR #Minimum Technical Requirements (MTR) (Continued) 16Probe covers shall be Latex-free and single use. 17The Thermometer System shall measure and display an oral temperature in 10 seconds or less. 18The Thermometer System shall have an audible alert and visual read out when a temperature measurement is complete. 19The Thermometer temperature shall toggle from degrees Fahrenheit to degrees Celsius by button or switch. 20The Thermometer shall have a pulse timer to calculate a patient's pulse. 21The Thermometer System shall be able to recall the last temperature taken. 22The Thermometer System shall require only one handed operation to remove and replace probe covers. 23The Thermometer shall have LCD backlighting to be readable in the dark. 24Probe cover shall be compatible with offered probes. PERFORMANCE: Each vendor must be able to comply with all of the Electronic Thermometer requirements listed above, including standard commercial warranty, and a delivery time not to exceed 15 calendar days after receipt of an order (ARO). Each vendor must be able to comply with deliveries of the Electronic Thermometers, Oral and Rectal Probes, Covers and Accessories to U.S. facilities and U.S. territories RESPONSE INFORMATION: Response to this SS/RFI must be submitted to VASACDirectorateC@va.gov and Ms. Sharon Redman, Contract Specialist, at Sharon.Redman@va.gov by 5:00 pm, Eastern Standard Time, November 28, 2014. If your organization/company has the potential capability to provide the Electronic Thermometers, Oral and Rectal Probes, Covers and Accessories, as a manufacturer or distributor, please provide the following information: a.Company Name, Point of Contact address and e-mail, website address, DUNS number, telephone number, business size (i.e. Large, small business, service disabled veteran owned, veteran owned, woman owned, disadvantaged, HubZone, or 8(a)) as applicable for NAICS Code, 339112. If your company feels that this requirement can be fulfilled under a different NAICS Code, please provide the suggested NAICS Code and a rationale for the recommendation; b.Please indicate in the attached document (Electronic Thermometer-Capability.xls) which Electronic Thermometers, Oral and Rectal Probes, Covers and Accessories your company is able to provide. Tailor the capability statement addressing the place of manufacture for each Electronic Thermometers, Oral and Rectal Probes, Covers and Accessories. Please indicate if any components or subcomponents of the Electronic Thermometers, Oral and Rectal Probes, Covers and Accessories origin or place of production or manufacture are in compliance to the Trade Agreement Act (TAA) or Buy American Act (BAA). If not, please provide brief explanation; c.The response should clearly describe the company's capability to provide one or more of the Electronic Thermometer(s) to possible locations across the United States, Alaska, Hawaii, Puerto Rico, Philippines, and Guam. Please indicate if your company can deliver to these locations; d.If one or more of the Electronic Thermometers, Oral and Rectal Probes, Covers and Accessories are available on Federal Supply Schedule (FSS/GSA), please provide the contract number only for the Electronic Thermometer(s) on schedule; e.Estimated prices for each Electronic Thermometers, Oral and Rectal Probes, Covers and Accessories.
