- The following information is preliminary and subject to change. The National Aeronautics & Space Administration (NASA), John F. Kennedy Space Center (KSC) provides notice that the Agency will issue an Announcement for Proposals (AFP) in December 2014, seeking a qualified lessee who is interested in using the Vehicle Assembly Building, High Bay 2 (VAB HB2) for assembly, integration, and testing of launch vehicles. In addition to VAB HB2, KSC has three (3) Mobile Launcher Platforms (MLPs) available for reuse in commercial space launch operations. The VAB HB2 is a launch vehicle processing cell available for use by a commercial company or consortium, or other U.S. domestic entity, including state agencies, to support commercial space launch activities. General information regarding the VAB is provided in Kennedy Handbook, KHB 1863, pages 323 and 324, as an attachment to this synopsis. Proposers should note that NASA will continue to use and occupy the remainder of the VAB, and will act as the site operator for the VAB under any lease arrangement. Lease terms and rates are to be determined. Commercial use of VAB HB2 and MLPs will support NASA in fulfilling its mandate to, seek and encourage, to the maximum extent possible, the fullest commercial use of space. 51 U.S.C. 20112(a)(4). Such use is also authorized under the Commercial Space Launch Act, 51 U.S.C. 50913(a)(1), which encourages the acquisition by the private sector and State governments of launch or reentry property of the U.S. Government that is excess or otherwise not needed for public use. NASA envisions a lease with a commercial company or consortium or U.S. domestic entity that has a plan for use of VAB HB2 and/or MLPs to support active launch processing and test operations, and which demonstrates the financial and business resources, as well as the technical capability and past experience, to make the fullest commercial use of VAB HB2 and/or MLP(s). Proposers may indicate their interest in this AFP through submission of a non-binding letter of intent by December 15, 2014. In addition, site visits to inspect VAB HB2 and MLPs will be conducted upon request. Site visits will be conducted upon release of this synopsis through 1/15/2015, and are limited to not more than six (6) representatives per company. Note:All questions received during site visits will be compiled, answered and provided to all interested parties, via an amendment to this synopsis, to ensure fair and equal access to relevant information. The letter of intent should include the following: 1) Company name, designated point of contact, and relevant contact information for same; 2) The nature of interest (i.e. exclusive user, part of multi-user consortium, site operator); and 3) Request for site visit of VAB HB2 and MLP(s), if applicable. This letter should be submitted to the Agreement Officers listed below. An electronic PDF file submitted by email is preferred. Potential respondents are responsible for monitoring the Internet site below for the release of the Announcement and for downloading their own copy of the Announcement and any amendments.
