- This is a SOURCES SOUGHT NOTICE; there is no solicitation available at this time. No response will be provided to requests for solicitation. THIS SOURCES SOUGHT NOTICE IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY. The Defense Threat Reduction Agency (DTRA) is seeking capabilities statements related to the following: DTRA's EM-1 is the authoritative source on nuclear weapons phenomenology and effects and is the principal nuclear effects asset used by US Government agencies. EM-1 integrates significant updates, including recommendations and insights from post 9-11 and the evolution of technology, ensuring EM-1 remains relevant as the principle nuclear effects asset for US Government use. EM-1 is a series of volumes/chapters that document the current knowledge of the phenomena resulting from the detonation of nuclear weapons and describe the subsequent effects on targets, systems and the surrounding environment. In addition, "EM-1 also serves as the main source of material needed for the preparation of operational and employment manuals by the Services." Its applications are varied, ranging from survivability/vulnerability analyses of military systems to use as a "working tool" to perform assessments related to nuclear weapon environments and their effects. Changes in politico-military alignments, with resulting impacts on military force structure, and coupled with new and emerging threats, demand that EM-1 remains current. DTRA seeks a performer with capabilities to assist in the completion of this significant update and provide recommendations and insights along the way to ensure each phase of the EM-1 revision project is successfully accomplished. Specific requirements are as follows: • Ability to create and execute a systematic methodology to organize, develop, peer-review, and publish "state-of-the-art" EM-1 chapters, and to ensure that the Chapter document(s) and their derivative tools continue to meet current user needs and technology requirements. • Ability to research and compile updates on the relevant phenomenology for each EM-1 chapter, as well as peer-review, edit and prepare layouts for the chapter, publish and distribute the chapter within a six (6) to twelve (12) month period of performance (PoP). • Ability to gain access to, store, transmit and handle classified nuclear documents and data up to the Top Secret Restricted Data level. • Ability to facilitate, coordinate and conduct peer-reviews of technical, contributions from subject matter experts in cooperation with various government and industry knowledge-base. • Ability and experience in traditional and electronic publishing reference and text books, journals, periodicals and other publications. Sources having the capability to meet these requirements are invited to respond to this notice. Responses should be limited to a Six (6) page white paper, in 12 point Courier New font (not including cover page, cover letter and table of contents). Any proprietary concepts of information should be clearly identified as such. Submitted data and information will not be returned. Any information submitted in response to this Sources Sought Notice is strictly voluntary. This notice is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. Firms responding should include their DUNS number, CAGE code and indicate whether they are a small business. Firms should include if they are a GSA Schedule holder and if so, what Schedule and Special Item Number(s) (SINs) do they consider appropriate for the work described. Electronic responses are required and shall be submitted to: dexter.simmons@dtra.mil. All emails should include the Reference Number and the submitting organization's name in the subject line. All documentation shall become the property of the Government. Unless otherwise stated herein, no additional information is available. Requests for same will be disregarded. There is no commitment by the Government to issue a solicitation, to make award or awards, or to be responsible for any monies expended by any interested parties in support of any effort in response to this Sources Sought Notice.
