Description
PERFORMANCE WORK STATEMENT (PWS) FIBER OPTIC SYSTEM INSTALLATION A.Introduction: The Edith Nourse Rogers VA Hospital in Bedford, Ma has a requirement to upgrade the Fiber-Optic Telecommunications system within buildings 1,2,3,4,5,6,7,8,9,10,11,12,13,14,15,16,17,18 19,20,21,22,32,33,61,62,70,78,78A,80,81,82 at the facility. B.Background: The facility has been operating since 1928 and services thousands of Veterans daily. The facility is approximately 179 acres with 36 buildings on the facility grounds. C.Scope: The work includes all management, supervision, labor, transportation, supplies, material, equipment, parts, tool, and testing for removal, installation, termination, and labeling of a new horizontal optical fiber infrastructure using fiber optic cables throughout the facilities underground and interior infrastructure. All work shall use the existing infrastructure to accomplish this project. Should conduits/duct use not be granted for any segment, the contractor shall recommend/advise the Contracting Officers Representative (COR) on what needs to be accomplished to successfully install the new fiber optic cables. This recommendation report shall include any proposed drawings of the affected areas, and intended pathways for new conduits/ducts. D.Drawings: The contractor shall provide as-built drawings and complete documentation of the installed fiber optic system. As-built CAD drawing shall be provided in an electronic file in Auto-Cad format and three hard copy documents shall be supplied to the COR. The size of the paper drawings will be 18" by 24". E.Government Furnished Property and Services: The Government shall not provide any facilities, material or service outside of the authorization to utilize in place manholes, conduits, ducts and pathways or infrastructure. Utilities: none provided. F.Contractor Qualifications Requirements: The contractor must be a member of Building Industry Consulate Service International Incorporated (BICSI), and must have accreditations from BICSI in Cable Installation, Registered Communication Design, or Registered Telecommunication Project Manager. Contractor must be licensed or certified to install fiber optic cables additionally the contractor shall have successfully performed similar work of the same size and scope within the last five years. G.Applicable Directives- Design, install and test all fiber optic cable strands per manufacture's requirements and in accordance with NFPA 70 (National Electrical Code) state and local code requirements of the authorities having jurisdiction, and particularly the following standards and practices. 1.Veteran Administration Specification and Standards 2.BICSI/TDM Current Edition: Telecommunication Distribution Methods Manual 3.NECA Current Edition: Standard for Installing & Testing Fiber Optic Cables. 4.TIA/EIA 568-C 5.TIA/EIA TSB-40 (Cable testing) 6.ANSI/TIA-942 Telecommunication Infrastructure Standards for Data Systems 7.ANSI/EIA 569-B 8.ISO/IEC 11801 9.ISO/IEC 14763-1, TIA/EIA 606, (documentation) 10.Other standards as applicable (ANSI,IEEE,UL) H.Performance Requirements: 1.Removal: The contractor shall remove all of the old copper cable paging system that is presently in all the underground man holes, conduit, and underground entrances associated with the underground communications network. Contractor will investigate, test and identify all old copper paging cables effecting the site preparation for the installation of complete fiber optic cable system. Contractor will pull in 1" mule tape for use in pulling in Fiber Optic Cables in all locations associated with this project. Contractor is responsible for identifying the copper underground paging system to be removed. 2.Installation: Once necessary cables have been removed and mule tape pulled in the contractor shall start installing the fiber optic cables. Contractor will install two (2) 144 single mode fiber optic cables from building 78 to building 9. Then home run from building 9 a 24 strands fiber optic cable to each building 9, 10, 12, and 81. Then from building 9 install two (2) 96 strand fiber optic cables, one (1) to building 8 and one (1) to building 7, from building 7 home run a 24 strand single mold cable to building 6 and a 24 strand single mold cable to building 5. From building 8 home run a 24 strand single mold fiber optic cable to building 61 and a 24 strand single mold cable to building 62. From building 78 install a 360 strands of single mold fiber optic cable into building 3 underground computer rooms. From building 3 home run a 24 strand single mode fiber optic cable into building 1 a 24 strand single mold cable into building 2 and a 24 strand single mold cable into building 4. From building 3 install 96 strand single mode fiber optic cable to building 33.From building 33 home run 24 strand single mold fiber optic cable to building 82 and a 25 strand single mold fiber optic cable to building 81. From building 3 home run a 24 strand single mold fiber optic cable to building 70? From build 3 install 120 strand single mold fiber optic cables to building 18. From building 18 home run a 24 strand single mold fiber optic cable into building 17, From building 18 install a 72 strand single mold fiber optic cable into building 19. From building 19 home run 24 strand single mold fiber optic cable into building 22 All sing mold fiber optic strands should be fusion spiced at all locations. Contractor is responsible for furnishing and installing patch panels and equipment needed in each building listed above. Upon completion contractor will supply a complete set of drawings of all cables installed identify routes and number of strands pulled in underground communications network. 3.Fiber Optic Cable Installation: Once the necessary and approval has been obtained, the Contractor shall install the fiber optic cables between the manholes and the buildings in accordance with all standards, and codes outlined above. 4.Test: The Contractor shall conduct tests of the installed fiber cables and hardware associated with this project that will be witnessed by the COR to verify that all fiber optic strands installed are available for use by the VA. The contractor shall provide the VA's COR with written test results. The contractor shall perform any repairs at no additional cost to the Government for any strands that fail to meet the minimum specifications. I.Initial Site Survey & Coordination Meeting: 1.Perform Site Survey: Contractor shall perform an initial site survey and participate in coordination meeting with the COR to mutually discuss the Plan of Action Milestone and Project phases, work and equipment coordination, building and facility access and other concerns regarding the successful outcome of the PWS.
