Description

NOTICE OF INTENT The Department of Veterans Affairs, VISN 7, intends to award a sole-source contract to Mauricio Ponce, 13440 W Mauna LOA LN, Surprise, AZ, 85379-6581, United States to provide Human Resources Consulting and Training services to the Atlanta VA Medical Center and outlined Community-Based Outpatient Clinics (CBOCs). Mauricio Ponce is an authorized consultant. Contractor is to provide consulting and training to the Atlanta Medical Center and outlined Community-Based Outpatient Clinics (CBOCs). Over the past four (4) months, the Atlanta Human Resource Management Service (HRMS) has experienced an unusually high rate turnover (50%) within its Employee and Labor Relations (ER/LR) work unit. This turnover has exacerbated the Human Resources Service's ability provide a satisfactory level timely response to its customers with regard to ER/LR workload. As such, the Atlanta HRMS is in need of working with a contracting ER/LR Consulting Expert to work down its existing backlog of eight (8) pending removal and ten (10) pending suspension actions as well as provide essential ER/LR training to a burgeoning supervisory and managerial workforce. The contractor shall preform a wide range of administrative, research, teaching, and coordinative duties in support of the Atlanta HRMS to include providing a skilled analysis and coordination of ER/LR Personnel action, project, and activities. The ER/LR Consultant Expert will provide advice and recommendations to the medical center supervisors/managers on the development of solutions to especially complex and difficult problems. A significant portion of this work involves developing and recommendations on complex ER/LR issues of program improvement in these areas. The contractor shall work with the Atlanta HR and management to identify the real nature of EL/LR issues at hand and develop solutions to meet managements need. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals or a solicitation for offers. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same service to Demetrius D. Kittrell, Contract Specialist, at demetrius.kittrell@va.gov by November 19, 2014 no later than 2:00 PM EST. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 541612 with a Small Business Size Standard of $15 million or under SIN: Source: 738X Category: 595 22 Private Shared Service Center for Core HR Services.
