Description
The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA, anticipates issuing a Commercial Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) for various type of metals in several different alloys, alloy specifications, forms, shapes, sizes, and heat treat levels. The full and open competition process will be used. This acquisition is under NAICS Code 331491 with a size standard of 750 employees. The contractor shall possess a thorough working knowledge of this procurement, at a minimum to include: Aluminum, Brass, Bronze, Copper, Inconel, Invar, Lead, Magnesium, Molybdenum, Nickel, Stainless Steel, Steel, Titanium, and Tungsten. The forms of the applicable alloys that will be procured include: angle, channel, bar, forge, hex, hinge, H-beam, I-beam, pipe, plate, round, sheet, square tube, T-bar, and tubing. Each individual order will delineate the required alloy, alloy specification, form, shape, size, heat treat level, and type of material certification required. A typical order might include three to fifteen items of the same or different alloys. NAWCWD China Lake intends to award the contracts for a five (5) year period of performance. The delivery schedule will be specified in each Delivery Order. Delivery and will be FOB Destination. NAWCWD will identify the requirements, and any special preparation pertinent to the specific job, in each delivery order. The Government anticipates that some jobs procured as part of this contract will be critical and must be completed within three (3) days or less from issuance of the Delivery Order. Therefore, special delivery requirements may be implemented. Subsequently, the Government reserves the right to hand carry and pick up items at the contractor's facility. NAWCWD will utilize electronic Requests For Quotes (RFQ) to all contract awardees and will include any additional requirements therein. Contractors shall be required to respond electronically with price, delivery, and any other pertinent information with in the time frame specified in the request. NAWCWD will issue electronic delivery orders resulting from the quotes. The contractor shall provide supporting documentation and certification verifying compliance to applicable specification requirements for each product ordered. Payment will be made via Government Purchase Card. The Government intends to award up to five contracts for this type of support, although the Government reserves the right to issue a single contract depending upon solicitation response and technical capability of offerors. Contract awardees will be allowed a fair opportunity to compete for orders valued at greater than $3,000 under this requirement. More information (including the first Delivery Order) shall be provided in the Request for Proposal (RFP) Solicitation N68936-15-T-0029 to be posted on the Navy Electronic Commerce Online (NECO) website at http://www.neco.navy.mil and the Federal Business Opportunities (FEDBIZOPPS) website at http://www.fbo.gov on or about 05 December 2014. All responsible sources may submit a written proposal, which shall be considered by the agency. All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov. In accordance with FAR 4.1201, prospective contractors shall complete electronic annual representations and certifications via the SAM database at https://www.sam.gov/portal/public/SAM in conjunction with aforementioned required registration.
