GENERAL INFORMATION: Document Type: Sources Sought, Pre-solicitation Notice Solicitation Number: GS-05P-LIL19325 Posted Date: October 1, 2014 Current Response Date/Due November 28, 2014 Classification Code: X -- Lease or rental of facilities NAICS Code: 531190 -- Lessors of Other Real Property (ies) Lease Term Fifteen (15) years, ten (10) years firm Place of Performance Chicago, Illinois Delineated Area North: West Kinzie Street via North Kingsbury Street to West/East Grand Avenue South: Interstate 290/Congress Parkway East: Wabash Street West: Clinton Street REQUIREMENT: The United States Government (“Government”) is seeking expressions of interest from potential sources for office and support space in downtown Chicago, Illinois. Occupancy is required by approximately April 1, 2016. The Government’s consideration/delineated area is defined above. The Government is interested in leasing a minimum of approximately 23,700 Usable Square Feet (USF) to a maximum of 25,200 USF; providing an approximate maximum of 30,240 Rentable Square Feet (RSF) of Class A office space on one contiguous floor and two reserved on-site or adjacent parking spaces. On-site Parking spaces shall have close access to the building elevator(s). Column spacing must be 25 feet or more on center of column. The Government agency to be housed is the U.S. Department of State Passport Agency. This office shall be open to the public at 7:30 A.M. and close to the public at 6:00 P.M., Monday through Friday. The building exit stairwells must have capacity to meet code for a Government reception area that will accommodate up to nearly 120 individuals over the course of one hour. The anticipated lease term is 15 years, 10 years firm for a fully serviced lease. The building must be located in a prime commercial office district with attractive, prestigious, professional surroundings and a prevalence of contemporary design and/or tasteful rehabilitation in current use. Streets and public sidewalks must be well maintained. The location should provide regularly scheduled public transportation, employee parking and public parking, within a two block radius of the offered building sufficient to cover the commuting needs of employees. Buildings offered for consideration must be of sound and substantial construction of the type generally recognized as contemporary with the ability to demonstrate meeting all current Federal/GSA/PBS, State, and local codes and regulations including but not limited to fire and life safety, accessibility, OSHA, and seismic protection. SUBMISSION REQUIREMENTS Expressions of interest must be submitted in writing and include the following information at a minimum ( This is not an invitation for bids or a request for proposals ): 1. Building name, address and location of the available space within the building. 2. Building ownership information, legal property description, recent survey and property parcel identification number(s) (PIN). 3. ABOA square feet to be offered, and expected rental rate per ABOA square foot, if fully service or not. 4. Rentable square feet available, and expected rental rate per rentable square foot, if fully serviced or not. The Common Area Factor (CAF) used to determine the Rentable Square Feet. 5. Specify whether the quoted rental rate includes an allowance amount for tenant improvements, specify services, and utilities, if any. State the amount(s) if provided. 6. One-eighth inch scale drawing of space offered, date of space availability and list of building services provided. Floor drawing of space shall be provided on a CD in CAD and PDF format. 7. Amount of public parking available on-site and/or adjacent, if applicable, and its cost to visitors. Provide public parking options within the two block radius requirement. 8. Energy efficiency and renewable energy features existing within the building. 9. Building space and parking accessibility in compliance with ABAAS. 10. Building, space, and parking compliance with fire and life safety and seismic requirements. 11. Building, space, and parking compliance with ISC and Publication 64 security standards. 12.
