- 15RJQ33_syn This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane intends to award a 5-year, Firm-Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract worth $8,940,000 to Northrop Grumman Electronic Systems, 21240 Burbank Blvd, Woodland Hills, CA 91367. The procurement will be for a minimum of one (1) unit over the five year ordering period. This IDIQ is anticipated to procure Northrop Grumman's Inertial Measurement Units (IMU) and Fiber Optic Gyros (FOG), to support factory repair and supplies to include provisional item order (PIO) spare assemblies for the Multi-spectral Target System (MTS). Services required will include initial teardown/inspection, test, failure analysis and repairs. Technical data required includes monthly progress reports and teardown inspection reports. FOB Destination delivery will be 12 months after receipt of order at NSWC Crane, Crane, IN. Acquisitions will be negotiated on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not possess a complete technical data package to compete this action. A competitive procurement approach would require extensive cost duplication for non-recurring engineering, product validation and an unacceptable delay in schedule to meet requirement needs. Request for proposal will not be made available through http:/fbo.gov. The request for proposal will be provided to Northrop Grumman Electronic Systems through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR Part 12, acquisition of commercial items. The anticipated contract action award date is 15 September 2015. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
